Resident supervision is essentially political supervision, which must always adhere to the correct political direction, promote the strengthening of the Party's political construction in the stationed units, and ensure that the Party's line, principles, policies, and decisions and deployments of the Party Central Committee are fully implemented. Pay close attention to key issues, strengthen supervision of the implementation of the Party Constitution, Party rules, Party discipline, Constitution, laws and regulations, as well as the fulfillment of functional responsibilities, and urge students to deeply understand the major policies and constantly benchmark everything. Pay close attention to key individuals and focus on the exercise of power by members of the stationed unit's leadership team, especially the "top leader". Through attending meetings, anti-corruption talks, special inspections, and other methods, supervise the implementation of the main responsibilities of the Party committee (Party group), the first person in charge of the secretary, and the "dual responsibilities" of the team members. Focus on key points, identify the entry point for disciplinary inspection and supervision work in stationed units, conduct political ecology analysis and judgment, look at politics through business and responsibility through problems, accurately identify problems, and timely promote solutions. Optimize system integration and gather supervisory forces. To address the issues of weak supervision forces and insufficient capabilities, we will strengthen linkage and collaboration, and build a systematic and efficient supervision system. Improve the regional cooperation mechanism, establish a work area model of "team members+discipline inspection and supervision office+dispatched institutions+township discipline inspection commission", regularly analyze and judge problems, flexibly allocate forces, and jointly investigate and handle cases. Deepen the empowerment of big data, build an intelligent supervision platform, set up functions such as responsibility list, warning monitoring, statistical analysis, and assessment, and conduct online monitoring and dynamic warning of the implementation of the main responsibilities of party organizations in stationed units. Strengthen the construction of talent team, adhere to the dual improvement of political quality and professional ability, regularly carry out political theory learning and professional skills training such as supervision, inspection, review and investigation, rely on key cases and special supervision to carry out practical training, enhance the political literacy, discipline and law maintenance, and supervision and law enforcement ability of dispatched cadres. Strengthen the application of achievements and promote long-term treatment. The effectiveness of dispatched supervision is ultimately reflected in the depth of problem rectification and the breadth of governance results. We must adhere to a results oriented approach, and promote reform and governance through practical cases. Establish a case analysis mechanism, conduct in-depth analysis of typical cases, identify institutional loopholes and regulatory blind spots, accurately formulate and issue disciplinary inspection and supervision recommendations, and urge the unit responsible for the case to carry out rectification and implementation. Tighten and compact the responsibility for rectification, implement a "list+project" management of problem rectification, not only check the feasibility of rectification plans, but also track the execution of rectification measures; Serious accountability will be held for ineffective rectification and perfunctory response. Deepen the application of supervision results, regularly sort out and summarize the common and prominent problems discovered during supervision, such as policy implementation obstacles, risks in fund use, and pain points and difficulties for the masses, and form comprehensive reports with detailed data and specific cases, providing reference for the Party committee to grasp the actual situation and optimize decision-making.
