The National Immigration Administration announced on the 3rd that it will implement 10 innovative measures to support the expansion of open services and high-quality development. The Hong Kong SAR government and the Macau SAR government warmly welcome and sincerely thank this. The Hong Kong SAR government stated that measures to expand the scope of visa applications will facilitate more mainland talents to visit and exchange in Hong Kong, enhance the attractiveness of Hong Kong's talent gathering, and serve as an international talent hub and national talent portal. The SAR government will continue to maintain close communication with relevant departments in the mainland, fully utilize these measures, and continue to strive to improve the clearance efficiency and passenger experience of Hong Kong ports. We look forward to promoting exchanges through more innovative policies, further integrating Hong Kong into the overall development of the country, and injecting greater development momentum into Hong Kong and even the entire Guangdong Hong Kong Macao Greater Bay Area. The Chief Executive of the Macao Special Administrative Region, Cen Haohui, stated that the personnel exchange policy introduced by the central government this time is not only a positive response to the social demands of Macao, but also a strong support for the sustainable development of Macao. It not only promotes the efficient flow of personnel between Macao and the mainland, deepens high-quality exchanges and cooperation in commerce, scientific research, culture, education, tourism and other fields, but also enhances cohesion and injects new momentum into the overall development of the Macao Special Administrative Region. It is reported that relevant measures will be implemented from November 5, 2025, including expanding the pilot implementation scope of the talent visa policy for traveling to and from Hong Kong and Macao, adding five ports in Guangdong Province as 240 hour transit visa free entry ports, and implementing "face recognition" intelligent customs clearance at some mainland ports.
