Recently, the National Health Commission, National Development and Reform Commission, Ministry of Industry and Information Technology, State Administration of Traditional Chinese Medicine, and National CDC jointly issued the "Implementation Opinions on Promoting and Regulating the Development of 'Artificial Intelligence+Medical and Health' Applications" (hereinafter referred to as the "Opinions"), aiming to deeply empower the high-quality development of the health industry with the new generation of artificial intelligence and better meet the growing demand for health services among the people. The Opinion proposes a two-stage goal for promoting and regulating the development of "artificial intelligence+medical and health" applications in China: by 2027, establish a batch of high-quality datasets and trusted data spaces in the health industry, form a batch of vertical large-scale models and intelligent agent applications for clinical specialties, and widely apply intelligent assistance for grassroots diagnosis and treatment, intelligent decision-making assistance for clinical specialties, and intelligent services for patient visits in medical and health institutions; By 2030, the basic coverage of intelligent auxiliary applications in grassroots diagnosis and treatment will be achieved, and the widespread use of artificial intelligence technologies such as medical imaging intelligent auxiliary diagnosis and clinical diagnosis and treatment intelligent auxiliary decision-making in hospitals at or above the second level will be promoted. The "artificial intelligence+medical and health" application standard specification system will be basically improved. The Opinion also deploys 24 key tasks from eight directions, including grassroots application, clinical diagnosis and treatment, and patient service. It not only empowers people to solve the pain points of shortage of grassroots medical resources, low clinical diagnosis and treatment efficiency, and complex patient service processes through artificial intelligence, but also takes measures such as the construction of traditional Chinese medicine knowledge base, public health risk warning, and deepening the intelligent application of emergency treatment system. While supporting the high-quality development of health care, it further leverages the advantages of massive data and huge market application scale in the medical field, cultivates and strengthens the health industry, and promotes the transformation of the health industry from traditional service-oriented to intelligent technology driven. The Opinion proposes to adopt five measures, including strengthening infrastructure construction, enriching medical data supply, optimizing artificial intelligence computing algorithms, strengthening pilot base construction, enhancing scientific and technological talent and standard support, to fully consolidate the application foundation.
