Do not let express delivery stations become drug 'transit stations'

A seemingly inconspicuous courier station located next to a residential area has become a "transit station" for overseas drug smuggling: marijuana sent from overseas is repackaged here and forwarded to buyers across the country. The terrifying drugs are hidden in ordinary packages and circulated among drug criminals. After being prosecuted by Chengdu Railway Transport Branch of Sichuan Provincial Procuratorate (hereinafter referred to as "Chengdu Railway Transport Branch"), the court sentenced the defendant Song to one year and ten months in prison for drug smuggling and fined 20000 yuan. We have systematically summarized our experience in handling cases and established the Blue Ji Anti Smuggling Prosecution Team to more efficiently combat drug crimes, "said the prosecutor of the court. In August 2019, Chengdu Post Office Customs discovered a green plant like substance suspected to be marijuana inside an incoming parcel, and transferred the clues to Chengdu Customs Anti Smuggling Bureau for investigation. Four days later, under the control of the police, Li (who had been sentenced) was arrested on the spot while receiving a package at a courier station in Chengdu. About 1.5 kilograms of suspected marijuana leaf drugs were found in his package, which was identified to contain tetrahydrocannabinol, cannabinol, cannabidiol and other ingredients. After interrogation, Li confessed that the package was collected on behalf of Song, and at this time, Song had fled due to fear of guilt. The packages all use fake names, and the phone number is also a virtual number, changed once. ”According to Li's confession, in 2019, Song conspired with an overseas courier (unknown identity) to set up a courier station as a cover, allowing the courier to mail packages containing drugs and marijuana into the country and resell them for profit. After investigation, Song collected international express tracking numbers, recipient information, and domestic addresses that need to be forwarded from overseas through Telegram software, and specifically arranged for Li to receive packages containing drugs. Overseas online payment of fees ranging from 5000 yuan to 10000 yuan per item to Song. Afterwards, Song was responsible for contacting the online platform to obtain mailing information, paying Li a monthly salary, arranging for Li to go to the courier station to help collect the "goods", and delivering them to Song's designated location. In less than a year, more than 30 drug parcels were transferred through the two individuals until the incident occurred. In May 2020, Li was sentenced to one year in prison by the court for smuggling drugs, and the cannabis plant involved in the case was confiscated according to law. The criminal record materials of Song confirmed that he had been sentenced for smuggling, drug trafficking, and harboring others for drug use, and was a recidivist and drug offender. After Song fled, the public security organs listed him as an online fugitive, but no trace of him was found through various channels. Starting from April 2024, Chengdu Railway Transport Branch will have centralized jurisdiction over criminal cases handled by Chengdu Customs Anti Smuggling Bureau and its subordinate branches. After accepting the case, the prosecutor of the court and the police officers of the public security organs jointly analyzed and judged Song's psychological motives. We have learned that Song's mother is elderly and suffering from illness. Song has fled and although she is evading legal sanctions, she cannot show filial piety by her mother's side. Therefore, the prosecutor and the police have contacted Song's mother multiple times by phone, discussing the lenient treatment for surrendering and the consequences of long-term refusal to surrender, hoping that her mother can persuade Song to surrender. After more than 20 phone calls between the prosecutor and Song's mother, Song's mother informed the police that Song was willing to surrender voluntarily. In May of this year, Song surrendered himself and truthfully confessed his criminal behavior. After the public security organs transferred the case to Chengdu Railway Transport Branch for review and prosecution, Song confessed that he started using drugs under the influence of his friends, then sold drugs domestically, and smuggled drugs overseas, gradually falling into the abyss of drug crimes. Until the day of his surrender, his urine test was still positive for marijuana. On June 11th, Chengdu Railway Transport Branch prosecuted Song on suspicion of drug smuggling. On June 26th, at the "Court Trial on Campus" event held at a university in Sichuan, Song, who was in his prime but had a withered face and a thin body, stood in the defendant's seat. He sincerely regretted to the teachers and students present, tears streaming down his face. "I accidentally took a wrong path in making friends and am willing to bear the consequences of the law. I hope everyone will take me as a warning. I will definitely reform myself and strive to return to society as soon as possible, and be filial to my mother." Recently, after trial, the court made the above judgment in accordance with the law. (New Society)
