Strengthening the construction of internal party regulations and systems is a long-term and fundamental strategy for comprehensively governing the party strictly. Taking "learning" as the guide, we strive to enhance our ability to learn rules and apply them. One is to adhere to the normalization of learning and publicity. We attach great importance to the organic combination of political theory learning and disciplinary inspection and supervision regulations learning, and have formulated and dynamically adjusted the pre meeting study plan of the Municipal Commission for Discipline Inspection Standing Committee. Since the beginning of this year, we have studied 27 regulations and systems, leading the whole staff to follow up and learn. Make good use of online propaganda and education platforms, release 41 sessions of disciplinary and legal courses, strengthen the promotion and interpretation of disciplinary inspection and supervision laws and regulations, and create a good learning atmosphere throughout the system. To strengthen the awareness of discipline and law enforcement, it is necessary to first have a clear understanding of the law, implement the action of improving the ability of cadres, carry out 10 independent training sessions such as discipline and law learning and education, and train a total of 8626 cadres at the city, county, and township levels. Fully utilize the experience and achievements of the construction of laws and regulations by the superior disciplinary inspection and supervision commission, compile and issue a compilation of commonly used laws and regulations for disciplinary inspection and supervision, and timely supervise and guide the city's disciplinary inspection and supervision cadres to study and implement them. Taking "establishment" as the main line, we will focus on promoting the construction of laws and regulations. One is to improve the working mechanism. Around the entire process of supervising and enforcing discipline and law enforcement, we have formulated and issued the "Guidelines for Supervision Talks of Discipline Inspection and Supervision Cadres of Municipal Commission for Discipline Inspection and Supervision (Trial)", "Measures for Consultation on Major Difficult Cases", "Evidence Guidelines for Duty Crime Cases (Trial)" and other systems, forming a closed-loop management system covering clues disposal, supervision and inspection, review and investigation, case trial and other links. In response to the problems of unclear responsibilities and insufficient familiarity with procedures in the supervision of stationed units, the "Work Measures for Strengthening the Supervision of 'Three Major and One Major' Matters in Resident Units by Dispatched Institutions (Trial)" have been formulated to clarify supervision responsibilities, procedures, and methods, effectively preventing the risk of abuse of power. The second is to optimize collaboration and cooperation. Strengthen comprehensive cooperation and cooperation with the vertical management system and provincial universities, orderly promote the secondary trial of cases handled by the Discipline Inspection Commission of Qiqihar University and Qiqihar Medical College, study and formulate the "Qiqihar City Secondary Trial Work Flow Chart", actively explore the establishment of linkage and cooperation mechanisms with vertical management units such as power and fire rescue, broaden the scope of supervision, and eliminate blind spots in supervision. The third is to strengthen the combination of standing and breaking. In accordance with the requirements of the Party's regulations and normative documents for centralized cleaning, two rounds of comprehensive screening will be conducted on all normative documents since 1980 to promote the slimming, improvement, and efficiency enhancement of normative documents, and effectively solve the problems of unsuitability, lack of coordination, lack of connection, and inconsistency in the disciplinary inspection and supervision system. Taking "strictness" as the standard, we will focus on enhancing the authority of supervision, discipline, and law enforcement. One is to strictly supervise and implement. Focusing on the responsibilities and tasks entrusted by the Party Constitution and Party rules, the Constitution and laws, adhere to the integrated promotion and implementation of the supervision, discipline enforcement and law enforcement at the municipal, county and township levels, urge and guide the city's discipline inspection and supervision system to strictly implement the relevant system provisions such as the Rules of the CPC for the Supervision and Enforcement of Discipline by Discipline Inspection Organs, and strengthen the procedural standards and work specifications. Strictly implement measures for the use and collection of evidence, solidly promote the investigation, trial, and transfer of cases for review and prosecution, and effectively promote the orderly coordination and mutual connection of disciplinary and law enforcement. The second is to conduct research and evaluation to identify shortcomings. Conduct in-depth research at the grassroots level to understand and master the weaknesses and deficiencies in institutional mechanisms, and organize 47 rounds of research and self-evaluation. Based on practical work, conduct an evaluation and inspection of the implementation of the Supervision Law and the Rules for the Work of Disciplinary Inspection and Supervision Organs' Dispatched Institutions, and form a list of problems and suggestions to provide a basis for precise policy implementation. The third is to strengthen inspections to promote improvement. Fully leverage the corrective and governance role of disciplinary inspection and supervision suggestions, starting from optimizing the management mechanism of the entire chain from issuance, supervision, inspection to rectification, form the "Opinions on Promoting the Work of Disciplinary Inspection and Supervision Suggestions", establish a normalized inspection system, and organize a disciplinary inspection and supervision suggestion inspection every six months. Since June last year, three inspections have been carried out, with 548 inspection documents.
