On November 12th, the 2025 Specialized, Refined, Unique and New Small and Medium sized Enterprise Development Conference opened in Chongqing. Li Lecheng, Minister of Industry and Information Technology, stated at the meeting that the Ministry of Industry and Information Technology will increase efforts to cultivate high-quality enterprises in weak links of the industrial chain, strengthen precise financial support, and guide more social capital to support the growth of small and medium-sized enterprises in the start-up stage. Li Lecheng stated that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China clearly proposed to "promote the specialized, refined, distinctive and new development of small and medium-sized enterprises", which further pointed out the direction for doing a good job in small and medium-sized enterprise work. The Ministry of Industry and Information Technology will thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and work with all parties to take the gradient cultivation of high-quality enterprises as an important lever and key support for developing new quality productive forces, promoting new industrialization, and building a modern industrial system, and further implement it effectively. Specifically, the Ministry of Industry and Information Technology will strengthen the position of enterprises as the main body of innovation. Build more national level innovation platforms in enterprise layout, explore the construction of specialized, refined, and innovative empowerment centers, and promote seamless integration between the innovation chain and the industrial chain. At the same time, we need to enhance the supporting role of high-quality enterprise industrial chains. Intensify efforts to cultivate high-quality enterprises in weak links of the industrial chain, consolidate the foundation of technology-based and innovative small and medium-sized enterprises, strengthen the backbone of small and medium-sized enterprises and high-tech enterprises, and forge the backbone of specialized, refined, unique and new "little giant" enterprises and manufacturing industry single champion enterprises. The Ministry of Industry and Information Technology will also optimize the ecological environment for enterprise development. Build and make good use of the national small and medium-sized enterprise service "one network", establish an overseas service system for small and medium-sized enterprises, strengthen precise financial support, and guide more social capital to support the growth of start-up small and medium-sized enterprises. The conference released typical application scenarios of artificial intelligence for small and medium-sized enterprises, sample schemes for typical scenarios of segmented industries in pilot cities for digital transformation of small and medium-sized enterprises, the fourth batch of regional equity market "specialization, refinement, novelty" special board lists, and a pre research list of standards required for specialization, refinement, novelty, and small and medium-sized enterprises. It also interpreted the "Management Measures for National Small and Medium sized Enterprise Public Service Demonstration Platforms (Bases)". The conference, with the theme of "specialization, refinement, uniqueness, and innovation, cultivating excellence and nurturing strength", set up five special docking activities, including AI empowerment for small and medium-sized enterprises, integration and innovation for large, medium, and small enterprises, "one month one chain" investment and financing roadshow, technology resource docking, and overseas services. Four inspection and exchange activities were organized, including digital transformation, integration and innovation, technology innovation empowerment, and new materials industry. During his stay in Chongqing, Li Lecheng conducted research at specialized and innovative "little giants" such as Chongqing Xinyuan Agricultural Machinery Co., Ltd. and United Microelectronics Center Co., Ltd., to gain a detailed understanding of their production and operation, technological breakthroughs, achievement transformation, and market applications. He emphasized that the soul of a specialized, refined, and innovative enterprise is innovation. It is necessary to continuously increase research and development investment, break through key core technologies, use scenario applications to drive technological iteration and industrial upgrading, and create more "unique skills". To seize digital opportunities, actively promote the application of artificial intelligence, accelerate the development of intelligence, greenness, and integration, and enhance the core competitiveness of enterprises.
