Beware of illegal transactions behind military collections

2025-11-19

Recently, national security agencies received a report call from 12339 stating that someone is using second-hand online platforms to engage in illegal trading of military related items. After receiving the report, the national security agencies launched an investigation and, together with relevant departments, successfully uncovered a criminal network that illegally resold used military supplies in the domestic second-hand market, effectively eliminating potential national security risks and maintaining military secret security. Out of interest, crossing the legal red line Liu is a senior "military enthusiast" who runs a scrap purchasing station. In the daily business process, they use their professional convenience to collect various military related items and equipment, and resell them for profit. In 2022, "colleague" Ma contacted Liu and lured him with "heavy money" to assist in collecting aviation material accessories for a certain model of the Air Force, planning to resell them to other "military enthusiasts" for huge profits. Under the instigation of Ma, Liu failed to distinguish the boundary between interests and illegal activities, gradually stepping into the legal forbidden zone. Not only did he collect aviation materials and spare parts from various sources, but he also forged military aviation material records, certificates of conformity, and other documents, which were then sold to many parts of the country by Ma. The spread of interest chains and the emergence of criminal networks have become increasingly apparent. With multiple "collaborations" advancing, Liu was introduced into a larger "circle" by Ma and had contact with more individuals engaged in similar transactions. In recent years, the so-called "military fever" in the domestic second-hand recycling market has been rampant, and the demand for collecting military related items and equipment continues to rise. Under the catalysis of collection demand, some "military enthusiasts" and waste recycling practitioners collude with each other to form a one-stop service for finding, negotiating, and reselling goods. Driven by interests, Liu is no longer satisfied with just playing the role of a "supplier". Instead, he directly sells various types of waste military materials through his own online store, and even uses live streaming to display and sell military related items to attract more "military fans". Eventually, he was reported by netizens. With Liu as a breakthrough point, the national security organs, together with relevant departments, gradually identified the underground industrial chain of the military supplies that were being resold, and investigated and dealt with more than 40 second-hand platform stores involved in the case. These stores openly sell over 100 types of military communication equipment, inertial navigation systems, airborne computers, and other military supplies. It is worth noting that the resume and other confidential documents of military equipment, as the "ID card" of military equipment, have become a "hot commodity" in the resale market, and even lead to the phenomenon of "high price with actual cost". Some "military enthusiasts" spend a lot of money in pursuit of military supplies with "ID cards", unaware that military supplies and confidential documents belong to state secret carriers. According to the "Law of the People's Republic of China on Guarding State Secrets" and relevant laws and regulations, illegally obtaining, possessing, buying, selling, and transferring state secret carriers are all illegal acts. The actions of Ma, Liu, and others have violated the law, and what awaits them will be severe punishment by the law. National security agencies remind that military security is no small matter, and national security is greater than heaven. Any citizen or organization should fulfill their obligation to safeguard national security in accordance with the law. Military enthusiasts should take this as a warning, consciously safeguard national security, resist and report illegal activities of obtaining and buying state secret carriers, and jointly build a steel barrier to safeguard national security. If people find any suspicious situation, please report it through the national security organ's report acceptance telephone, the online report platform, the WeChat official account of the Ministry of National Security or directly to the local national security organ.
