The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development, adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, proposes to accelerate the innovation of digital intelligence technologies such as artificial intelligence, break through basic theories and core technologies, and strengthen the efficient supply of computing power, algorithms, data, etc. Computing power has become a new quality productivity in the digital economy era. It is of great significance to continuously strengthen the enabling effect of computing power and steadily improve the comprehensive strength of China's computing industry to promote the construction of digital China and realize Chinese path to modernization. Computing power is a new type of productivity that integrates information computing power, network carrying power, and data storage power. Human society is at an important juncture of transitioning from industrial civilization to digital civilization, with data becoming a key factor of production. Through the analysis, processing, and handling of data, computing power can fully explore the value of data elements, leverage the advantages of rich application scenarios, empower the transformation and upgrading of traditional industries, and effectively support the development of strategic emerging industries and future industries. Building a computing industry system that meets the needs of Chinese path to modernization development, and coordinating "quantitative growth" and "qualitative improvement" play an important role in promoting digital industrialization and industrial digitalization, cultivating new industries, new formats, and new models, promoting technological industry progress, and accelerating the deep integration of digital technology and the real economy. In recent years, the total scale of computing power in China has grown rapidly, and the green and low-carbon characteristics of the industry have become prominent. Many regions have actively laid out the computing power industry to compete for the high ground of future international competition. It should also be noted that China's computing power still faces some challenges that cannot be ignored. The problem of scattered resources and low utilization still exists, which restricts the further stimulation of the vitality of the computing power industry. The key core technologies need to be broken through, and the computing power guarantee capability urgently needs to be strengthened. The standards for computing power construction are unclear, and legal norms are clearly lagging behind practical needs, hindering the high-quality development of China's computing power industry. To promote the simultaneous improvement of the quantity and quality of the computing power industry and further stimulate the development momentum of the digital economy, it is necessary to take multiple measures and implement prudent policies. Promote the construction of computing power centers and strengthen the flexible scheduling of computing power resources. Optimize the structure of computing power supply and the layout of computing power center construction, promote the orderly construction of computing power centers according to demand, formulate computing power development plans for major regional development strategies, and achieve efficient matching of computing power resource supply at national hub nodes with computing power demand in various regions. Enhance the operational efficiency and management level of the computing power center, improve the collaborative scheduling mechanism of computing power between the east and west, and improve the utilization efficiency and coverage of computing power resources. On this basis, it is necessary to increase the supply of high-performance intelligent computing resources, build intelligent computing centers at computing power hub nodes, reasonably allocate the proportion of general computing, intelligent computing, and supercomputing, provide universal computing power through the intelligent computing center, achieve coordinated linkage of national computing power, network, data, energy, etc., and accelerate the high-quality development process of the comprehensive computing power industry. Encourage the development of core technologies and enhance the ability to independently supply computing power. Coordinate technological innovation and industrial innovation, encourage key core technology breakthroughs and cutting-edge and disruptive technology research and development, promote breakthroughs in basic software and hardware technologies such as high-end chips, architecture design, large model algorithms, and high-speed transmission protocols, and strengthen computing power guarantee capabilities. Grasp the leading trend of scientific and technological innovation, accelerate technological breakthroughs and important product research and development in algorithm models, computing chips, computing software, system platforms and other links, create a software and hardware collaborative innovation ecosystem with computing power as the core, and improve the progressiveness of computing products with systematic innovation thinking. Explore the development path of deep integration of technological innovation and industrial innovation, connect the core technology links, improve industrial supporting facilities, and build a number of carrier platforms that can provide various innovative entities with computing power research and development, verification, scheduling, and application. Develop computing power standards and regulations to ensure the legality and compliance of computing power services. National departments should take the lead in formulating technical standards and specifications, covering key areas such as computing power technology architecture and computing power resource interconnection, providing guidance for the construction of computing power hub nodes, implementing detailed rules and regulations for enterprise participation in computing power infrastructure construction, formulating computing power resource property rights policies, and clarifying the ownership of enterprise investment in computing power infrastructure and its output. Guiding the standardized operation of the computing power industry market, establishing clear market operating rules, especially in terms of pricing computing power services, the industry should spontaneously explore the commercial habits of unified billing, unified trading, and unified settlement. Establish sound regulatory standards for the computing power market, supervise the technical qualifications and service quality of computing power service providers through monitoring, evaluation, auditing and other measures, implement a rapid response mechanism for violations, promptly investigate and punish non compliant enterprises, and create a new ecosystem for the development of the computing power industry.
