In recent years, the Public Interest Litigation Prosecution Department of Baicheng City Procuratorate has promoted targeted governance of functional departments through precise issuance of prosecutorial suggestions, follow-up supervision and rectification, and has done a good job in social governance through the "small incision" of public interest litigation, making fairness and justice more tangible and perceptible. Since 2018, more than 300 centralized water supply pump rooms have been built in 8 townships and 101 villages in Taobei District. 85% of households, like military households, rely solely on these pump rooms for drinking water. In September 2024, prosecutors were conducting research in rural areas and keenly captured clues from villagers' casual conversations that the taste of water was not as good as before. Prosecutor Chen Yan immediately activated the integrated case handling mechanism at the city and county levels, leading her team to visit villages and households, and thoroughly inspected over 300 pump rooms one by one, not letting go of any factors that may affect water quality. Afterwards, the team compiled a list of issues, issued inspection suggestions, and urged relevant departments to improve the management of the water supply pump room and establish a sound emergency and public disclosure system. To promote comprehensive governance through individual case handling, in November 2024, the procuratorial organs organized a joint meeting to discuss solutions with relevant administrative units. At the meeting, the prosecutor proposed that "the issue of drinking water for 124000 villagers requires the joint efforts of all departments to build a strong defense line. It is suggested that this joint governance should be used as an opportunity to establish a long-term mechanism of 'standardized standards, collaborative supervision, and regular improvement', so that professional strength and grassroots governance can form a joint force." Relevant departments then actively linked to take solid and effective specific measures to prevent problems from arising. Nowadays, next to the sanitation bulletin board outside the village entrance pump room, there are supervision phone numbers and maintenance responsible person information posted. Professional personnel are on duty 24 hours a day to solve equipment failures at the first time, and the water quality monitoring data on the wall is updated on time every week. Now we can drink this water with peace of mind!" Since the "safe road" for visually impaired people's travel was taken away by an accident five years ago, a house of more than 60 square meters has become the entire world of 19-year-old blind girl Xiaomei - until January 2025, a prosecutor from the Public Interest Litigation Prosecution Department of Baicheng City Procuratorate knocked on her door. However, the tactile paving in the urban area is often stopped and occupied by electric vehicles in violation of regulations, and some shops pile up sundries at will, which makes Xiaomei wrestle on the tactile paving several times. The fall hurt and made her even more afraid. No matter how much her mother tried to persuade her, Xiaomei never went out again. Chen Yan and her colleagues found the problem after field inspection. Her investigation record book recorded the problem points in detail, and wrote more solemnly: "The tactile paving should not be a 'blind spot'." On February 13, Baicheng Procuratorate held a consultation on administrative public interest litigation cases with relevant administrative units. Han Xingzu, the prosecutor, put out the photos of the tactile paving problem taken on the spot, marked the legal basis and rectification standards one by one, and then promoted the responsible departments to carry out special rectification. On April 16, all the electric vehicles and sundries in shops obstructing the tactile paving had been cleared, and the occupied tactile paving had been repaired and unblocked. In the follow-up visit, the prosecutor accompanied Xiaomei and her mother to experience the restored tactile paving. In May 2025, the Public Interest Litigation Prosecution Department of Baicheng Procuratorate closely followed the provincial hospital's promotion of the "safety supervision of elderly care institutions" and found that multiple elderly care institutions in the area had problems with video surveillance facilities or incomplete coverage, and some public areas even had no surveillance records, violating Article 28 of the "Management Measures for Elderly Care Institutions" which stipulates that "elderly care institutions should install video surveillance facilities in public places such as entrances and exits, corridors, etc. According to the Administrative Litigation Law and relevant regulations, the Public Interest Litigation Prosecution Department of Baicheng Procuratorate guides the Tongyu County People's Procuratorate to formulate and issue prosecutorial suggestions, urging administrative agencies to order the elderly care institutions involved to rectify within a specified period of time. After receiving the suggestion, the relevant administrative units immediately summoned the responsible person of the institution to urge the start of the installation and repair of monitoring equipment. After the rectification of the case in July 2025, the procuratorial organs and relevant administrative units will jointly carry out a "look back" to confirm that the elderly care institutions have completed the upgrade of their monitoring systems as required and achieved full coverage in public areas. If we care more, the elderly will have more safety.
