The National Space Administration's Action Plan for Promoting High Quality and Safe Development of Commercial Aerospace (2025-2027), released on November 25th, proposes to include commercial aerospace in the overall layout of national aerospace development, accelerate the formation of new quality productive forces in aerospace, achieve overall improvement in aerospace development efficiency, and effectively support the construction of a strong aerospace country by promoting the integration of national scientific research projects, promoting the development of civil and commercial aerospace standard systems, and improving the regulatory and policy system for commercial aerospace. The plan is clear that by 2027, the commercial aerospace industry will achieve efficient collaboration, safe and orderly scientific research and production, significant growth in industry scale, significant enhancement of innovation and creativity vitality, coordinated construction and efficient utilization of resource capabilities, significant improvement in industry governance capabilities, and basically achieve high-quality development of commercial aerospace. The plan requires fully leveraging the innovative role of commercial aerospace enterprises, promoting the deep integration of scientific and technological innovation and industrial innovation, and supporting and encouraging exploratory and leading technological innovation and business model innovation. Adhere to systematic thinking and promote industrial synergy. Establish a sound policy and regulatory system, create a favorable business environment, safeguard the rights and interests of commercial aerospace development, strengthen safety supervision and management, and promote high-quality development and high-level safety of commercial aerospace. The plan also proposes more than 20 key measures in five aspects, including enhancing innovative and creative momentum, efficiently utilizing resources, promoting industrial development and growth, providing good industry management services, and strengthening full chain safety supervision. For example, it competitively opens up national scientific research projects, opens up civil aerospace research plans and basic scientific research projects to commercial aerospace entities, strengthens the strategic, forward-looking, and systematic layout of commercial aerospace basic research, supports the research and development of advanced technologies such as new concepts, new products, and low costs, and accelerates high-level technological self-reliance and self-improvement.
