On the 24th and 25th, the Central Propaganda Team for Learning and Implementing the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China held three lectures in the Hong Kong Special Administrative Region for representatives of central institutions and Chinese enterprises, the Hong Kong Special Administrative Region governance team, and people from all walks of life. Hou Jianguo, member of the Central Propaganda Group, president of the Chinese Academy of Sciences and secretary of the Party Leadership Group, introduced the strategic tasks and major measures that played a major role in pulling, driving and supporting Chinese path to modernization during the "15th Five Year Plan" period. He suggested that Hong Kong should leverage its strengths, strengthen forward-looking and leading basic research, increase application scenario construction and openness, and create an international hub for high-end talent gathering and a global hub for scientific and technological open cooperation, in accordance with the deployment requirements of the "15th Five Year Plan" to accelerate high-level technological self-reliance and self-improvement. Zhu Weidong, member of the Central Propaganda Team, Deputy Director of the Office of the Central Financial and Economic Commission, and Deputy Director of the Office of the Central Leading Group for Rural Work, interpreted the significance of the plenary session, the national economic and social development situation, tasks, guiding principles, and main goals during the 15th Five Year Plan period. He stated that the formulation and implementation of the national "15th Five Year Plan" will inject strong development momentum into Hong Kong. Hong Kong should better integrate into and serve the overall development of the country, and participate in national strategies such as the construction of the Guangdong Hong Kong Macao Greater Bay Area. Hong Kong Chief Executive Carrie Lam stated that the SAR government must deeply grasp the guiding ideology, major principles, and target tasks of economic and social development during the "15th Five Year Plan" period, solidly promote various measures for Hong Kong's economic and social development, actively connect with the national "15th Five Year Plan", comprehensively promote the construction of dual engines for financial and innovative development, and engage in broader and closer exchanges and cooperation with various parts of the world. Zhou Ji, Deputy Director of the Central Hong Kong and Macao Affairs Office, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, and Director of the Liaison Office of the Central Government in Hong Kong, stated that Hong Kong will definitely have a stronger confidence in winning from the achievements of national development, better recognize opportunities and prospects from the situation and tasks, more accurately grasp the development direction from the "15th Five Year Plan" proposals, and give full play to the advantages of the "One Country, Two Systems" system and the unique advantages of internal and external communication. On the afternoon of the 24th, Hou Jianguo and Zhu Weidong, accompanied by the Financial Secretary of the Hong Kong Special Administrative Region Government, Paul Chan, went to the northern metropolitan area for research and exchange. In the Gudong North New Development Zone, members of the Central Propaganda Team learned about the planning and construction of the northern metropolitan area. At the Hong Kong Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone, they exchanged ideas with representatives of innovative technology enterprises engaged in life and health technology, artificial intelligence, and robot research and development in the park. During the research and exchange on that day, members of the Central Propaganda Team expressed that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed a series of major measures to promote the long-term prosperity and stability of Hong Kong.
