For example, on November 27th, the 25th meeting of the Standing Committee of the 14th People's Congress of Heilongjiang Province decided to make amendments to the "Regulations on Optimizing the Business Environment in Heilongjiang Province". Zhu Keli, the founding director of the National Research Institute for New Economy, told reporters that optimizing the business environment is a key measure to stimulate market vitality and enhance endogenous development momentum. Many regions take the initiative to promote better integration of effective markets and proactive governments, cultivate the soil for various enterprises to thrive, and provide strong support for high-quality economic development. A good business environment is both productivity and competitiveness. Since the beginning of this year, various regions in China have continued to optimize the business environment, with policy dividends and practical exploration complementing each other, presenting three major characteristics as a whole: openness, pragmatism, and innovation. Openness refers to the emphasis on "internal and external improvement" in various regions, while creating a better external environment for domestic enterprises, it also attaches importance to the core demands of foreign-funded enterprises, takes demand as the guide, creates an open and inclusive international business environment, and enhances the linkage effect between domestic and international markets and resources. Pragmatism refers to the implementation of policy content in various regions, providing real financial support for enterprises to conduct inspections and invest in building factories in other places. Among them, many places have done a meticulous job in optimizing the business environment, such as arranging accommodation, booking flights, etc. for business leaders participating in investment promotion activities. Yu Fenghui, Senior Researcher at Pangu Think Tank (Beijing) Information Consulting Co., Ltd., stated in an interview with reporters that meticulous work is a concrete manifestation of the improvement of service awareness by local regulatory authorities. This indicates that in the process of attracting investment, various regions are paying more attention to the actual needs of enterprises, which helps to enhance their investment confidence and build a vivid situation of government enterprise cooperation for development. Xiangxin refers to an increasing number of places introducing advanced technologies such as artificial intelligence, the Internet of Things, and big data into the field of government services, encouraging and supporting new models such as smart supervision, paperless office processes, and automatic matching and pushing of preferential policies, with the aim of promoting the intelligence, digitization, and convenience of government services. Associate Professor Liu Chunsheng from Central University of Finance and Economics told reporters that the development of intelligent, digital, and convenient government services is an important trend for the continuous optimization of the business environment. This development trend can not only directly reduce the institutional transaction costs of enterprises and alleviate the burden on small and medium-sized enterprises, but also a vivid practice of digital technology empowering economic and social development, and an effective path to accelerate the transformation of scientific and technological achievements into real productivity. At present, China's economic operation still faces some prominent contradictions and problems, and various types of enterprises also face different types of challenges in their development process. Optimizing the business environment is a necessary option to help enterprises overcome challenges and promote sustained economic recovery and improvement. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development proposes to "build a rule of law economy and a credit economy, and create a market-oriented, rule of law, internationalized first-class business environment". Regarding the key tasks for next year, Liu Chunsheng analyzed that as of now, China has issued a series of policy measures from the central to local levels to optimize the business environment, and the institutional mechanisms related to the business environment are constantly improving. Therefore, one of the key tasks for all parties next year is to implement existing policies, accurately reach various types of enterprises with policy dividends, and adjust policy content in a timely manner based on the real feelings and evaluations of enterprises, so that enterprises can see and feel the improvement of the business environment. Against the backdrop of solidly promoting the deep integration of technological innovation and industrial innovation, Chinese enterprises are standing at the forefront as the backbone, constantly activating innovation genes, and committed to making dreams come true.
