On December 4th, the UK's "Nature" website cited an analysis by Clarivate Analytics, stating that based on 25 years of cited data from the Web of Science database, China's research influence is increasing day by day, reshaping the global scientific landscape. Web of Science is the world's largest citation index database. Analysis shows that China continues to deepen its scientific research cooperation with Europe, while expanding to emerging regions such as Southeast Asia, the Middle East, and Africa. On the contrary, the position of the United States as a traditional research powerhouse and collaborative center is gradually weakening. Research shows that a series of policies implemented by the United States, such as reducing research funding, restricting international students, and interfering with research in fields such as vaccines and climate change, may have had negative impacts. Jonathan Adams, Chief Scientist of Clarivate Scientific Information Research Institute, stated that high impact research cannot be achieved without global collaboration. The overall global scientific research cooperation continues to grow, and high impact research mostly comes from multilateral cooperation. In the past decade, China's domestic scientific research output has doubled, and by 2020, it has become the world's largest paper producer and is expected to lead in citation indicators. On the other hand, in the United States, its scientific research output has not fully recovered from the impact of the pandemic, and the downward trend occurred earlier than the pandemic. With the improvement of research level in other countries, the citation influence of domestic research in the United States has been continuously declining for decades, with a particularly significant decline after 2018. At the same time, the growth rate of China US scientific research cooperation has slowed down or even decreased since 2019, which is related to the US restrictions on academic exchanges and China's strengthening of independent scientific research. And the cooperation between China and Europe continues to strengthen, with its influence now on par with that of the United States and Europe. Tang Li, an expert in technology innovation policies and global technology governance and a professor at Fudan University, said that the global research cooperation network is undergoing restructuring, which is partly due to the adjustment of Sino US relations. She believes that international cooperation will continue, but China is not only focusing on enhancing its local capabilities, but also promoting the construction of a multipolar scientific system. Ohio State University expert Caroline Wagner reminds that scientists used to be able to communicate freely across political boundaries, but this situation is changing. If the United States restricts global international scientific research cooperation and information sharing on the grounds of national security and economic competitiveness, it may affect the open exchange of global scientific endeavors.
