According to the data of the China National Intellectual Property Administration, China has become the first country in the world with more than 5 million valid invention patents, and the number of PCT international patent applications has ranked first in the world for six consecutive years. During the 14th Five Year Plan period, China's intellectual property has shifted from "accumulation of quantity" to "improvement of quality", and the landing of hard core patents has accelerated, outlining a vivid picture of innovation driven development and laying a solid foundation for accelerating high-level technological self-reliance and self-improvement during the 15th Five Year Plan period. Over the past five years, policy guidance and market driven efforts have been made in both directions: a special action has been launched to transform and utilize patents, to streamline and activate existing patents in universities and research institutions, and to cultivate and promote patent intensive products; Establish a collaborative mechanism between industry, academia, research and application, and connect the "last mile" from the laboratory to the production line; Strengthen intellectual property protection and encourage innovators to dare to invest and explore. High value invention patents are a key element in achieving high-quality development. As of June 2025, the number of high-value invention patents per 10000 population in China has reached 15.3, achieving the expected target of 12 patents in the 14th Five Year Plan ahead of schedule. The conversion rate of technological achievements in universities and research institutes has steadily increased, and the industrialization rate of enterprise invention patents has risen from 44.9% in 2020 to 53.3% in 2024, with more and more "dormant patents" being activated.
