'Light Boat' Breaks Waves and Builds City with Light and Shadow - Yancheng, Jiangsu Builds a 'City of Short Dramas'
2025-12-10
Recently, four short films with different styles incubated by the "Qingzhou Plan" in Yancheng City, Jiangsu Province - "Migratory Bird People," "Pink Ink," "Dad's Face Battle," and "Goodbye Dong Yong" - were publicly screened at the Golden Rooster and Hundred Flowers Film Festival. This program is a creative practice plan jointly created by the China Federation of Literary and Art Circles Film Art Center, Jiangsu Film Group, Golden Rooster Film Venture Capital Conference, and the Propaganda Department of the Communist Party of China Yancheng Municipal Committee. Through the integration of talent selection and short film creation, it actively explores innovative cooperation in "film+cultural tourism". The first phase is themed "City Stories in Light and Shadow" Yancheng Chapter. Yancheng is a fertile ground for creativity to take root and stories to bloom in film and television. ”Chen Weihong, member of the Standing Committee of Yancheng Municipal Party Committee and Minister of Propaganda Department, stated. Why did Yancheng stand out in the trend of short dramas? The answer lies in the local strategic layout. In order to tell the story of the master and apprentice of Huai Opera well, Li Zhenyi, the director of "Pink Ink", stayed in Yancheng for a long time. What impressed me here, besides the scenery, was the enthusiastic staff and professional Huai Opera actors who lifted the narrative of the entire play, "said Li Zhenyi. The confidence of Yancheng begins with the endowment of "one city, a thousand natural studios". From the ecological picture of the mudflat wetland to the retro style of the buildings of the Republic of China, from the non lingering charm of the water street in Yanzhen Town to the fashionable texture of the modern block... The coastal wetland and more than 30 diverse scenes covering the ancient, modern, and foreign countries constitute a "super studio" that does not need to set up a scene, to achieve "shooting the world in one station". Yancheng really has rich mines, and its natural and cultural landscapes can carry various stories. ”Director Hua Weilin of 'Dad's Face Battle' sighed after two months of filming in Yancheng. What's even more considerate is the 48 hour "one click scenic exploration and cross regional scheduling" service, allowing the crew to bid farewell to running around, focus on the core of creation, and accurately hit industry pain points. The systematicity of industrial ecology is the core trump card of Yancheng. The "Internet Culture+Film and Television" cluster of Dongdaemun Film and Television Base, the "AI+Audiovisual" empowerment of the Yangtze River Delta Digital Audiovisual Industry Base, and the exquisite scenes of Yanwu (Dazonghu) Drama Factory form a "golden triangle", combined with five library services such as "script library, clothing library" and AI virtual shooting technology, forming a "48 hour creative ecosystem" from IP incubation to film output. Unlike some cities' single point support, Yancheng's "triple policy" system progresses layer by layer, with joint support from provinces, cities, counties (districts), and more emphasis on deep binding with content quality and industrial landing, making subsidies truly a "catalyst" for industrial upgrading. Cultural empowerment has given Yancheng's short dramas a unique soul. The interweaving of four cultural elements - Red Iron Army, White Sea Salt, Green Wetland, and Blue Ocean - provides an endless supply of creative materials for 214 intangible cultural heritage projects. The Jiangsu Network Literature IP Incubation Center ensures a continuous stream of high-quality content output. The 'Light Boat Plan' has allowed young filmmakers to delve deeper into the urban fabric, giving birth to fundamental and resonant works such as' Migratory Bird Man 'and' Pink Ink '. As director Liang Ce of "Goodbye Dong Yong" once said, "Yancheng has shown me the infinite possibilities of combining visual creation with local culture." This "city is IP" creative model has enabled Yancheng short dramas to break free from the shackles of "fast food traffic," with both cultural depth and dissemination power. Nowadays, Yancheng is working hard to build a "city of short dramas" - currently, more than 80 film and television works have been filmed locally, and it is expected to exceed 100 productions throughout the year. The cumulative playback of incubated short dramas exceeds 1.5 billion, with the highest single drama playback reaching 370 million. The AI generated animated micro drama "Da Song Miao Zhi" has been selected as a key animation project of the State Administration of Radio, Film and Television in 2025. From the ecological fertile land on the coast of the Yellow Sea to the star stage of golden chickens and flowers, from the favor of a single crew to the maturity of the entire industry chain, Yancheng has paved the way for the rise of a "city of short dramas" with scenes, policies, culture, and enthusiasm.
