Hong Kong announces new regulatory system to regulate the use of external wall mesh

2025-12-12

On the 11th, the Secretary for Development of the Hong Kong Special Administrative Region Government, Ning Hanhao, stated to reporters that the government has announced a new system for regulating external wall mesh. In the future, contractors must provide a certificate of flame retardancy and testing documents for the shed net; After the goods arrive from the shed net, designated samples must be taken in a designated manner according to government requirements. The entire process needs to be recorded on video and then submitted to the government laboratory for testing. Only after passing the test can they be put on the shelves; The regulatory department will randomly sample and review. Ning Hanhao stated that the new system applies not only to the shed nets used in maintenance projects, but also to the construction and demolition of new buildings. Considering that new buildings are unoccupied or unused, the risk is relatively low, and appropriate flexibility will be provided. In addition, the SAR government will provide relevant supporting measures, including setting up a sufficient number of designated testing centers, with the goal of delivering samples to the testing centers with test results within one week. At present, the SAR government is looking for more testing centers and is expected to announce the list of testing centers next week. Ning Hanhao said that considering that some construction sites for building maintenance do not have much space to place shed nets, some sampling and storage procedures need to be carried out outside the site. The Development Bureau of the Special Administrative Region Government has preliminarily found some suitable government land for the industry and hopes to put it into operation next week. The industry can conduct sampling work outside the site. Ning Hanhao stated that the Construction Industry Council will provide assistance, including collective procurement and coordinated testing services, and strive to gradually install qualified shed nets within a month. In addition, the Construction Industry Council will provide 5000 training courses for the industry during the transition period, and workers who enroll will receive a subsidy of HKD 14000 to HKD 19000. The Executive Director of the Hong Kong Construction Industry Council, Zheng Dingning, stated that he supports the decision of the SAR government and has started to contact suppliers. He will also establish a source tracing label system to record the construction site location of the shed net from manufacturing to testing to application, in order to standardize industry work.
