Nowadays, electronic products are being updated and replaced at an increasingly fast pace. Many people, after switching to new phones or computers, have to let their old devices sit idle at home due to concerns about incomplete data deletion and the possibility of personal information leakage. There is now a solution to this problem. Recently, the mandatory national standard "Technical Requirements for Data Security Technology and Electronic Product Information Clearing Technology" proposed and managed by the Cyberspace Administration of China (Cyberspace Administration of China) has been approved and released by the State Administration for Market Regulation and the National Standardization Administration. It will be officially implemented from January 1, 2027. The introduction of the "Technical Requirements" has filled the gap in the standard for clearing electronic product information. Its highlight lies not only in proposing principled requirements, but also in providing clear and highly operational implementation guidelines for key issues such as "which data to clear," "how to clear data," and "who is responsible for clearing data. For example, in terms of clearing scope, the Technical Requirements almost cover all trace information generated by users using information terminals; Clearly provide validated scientific methods such as data overwriting and block erasure on the technical path; In terms of the executing entity, it is required that electronic products should provide users with built-in information clearing functions or free information clearing tool services, and it is also stipulated that recycling operators should clear information from second-hand electronic products. This series of regulations imposes rigid constraints on the entire chain of production, recycling, and other entities to fulfill their safety responsibilities, fully demonstrating the governance wisdom of "technology for good". There is no garbage in the world, only resources that are misplaced. Take used mobile phones as an example, they are like an invisible "urban mine" containing many valuable non-ferrous metals such as platinum, gold, palladium, etc. It is estimated that 1 ton of discarded mobile phones can be refined into about 200 grams of gold after recycling. However, at the same time, discarded mobile phones also contain harmful heavy metals such as mercury, lead, and cadmium. If not handled properly, it not only wastes resources but also poses potential hazards to the ecological environment and human health. During the 14th Five Year Plan period, the total number of idle mobile phones in China reached 6 billion, with only 10% of idle phones entering the circulation of second-hand platforms. The main reason is that consumers are concerned about incomplete information clearance and the risk of information leakage. The introduction of the "Technical Requirements" has dispelled consumers' concerns about privacy and security, giving everyone a "reassurance pill". On the other hand, it can also promote the recycling of resources, allowing these "dormant treasures" to regain their value. Looking to the future, as users' demand for verifiable and traceable data cleansing grows, it will also drive enterprises to increase their research and innovation efforts, further improve information cleansing efficiency, and may even give rise to a group of specialized data cleansing service enterprises. Of course, the vitality of policies lies in their implementation. For most consumers without professional knowledge, it is difficult to judge whether the device has completed information clearing according to standards on its own. Therefore, how to enable ordinary consumers to easily identify and trust products and services that meet standards, and how to ensure that devices of different brands and models can meet clearance requirements, are the topics that need to be explored next. It can be seen that in order to leave sufficient adaptation time for the industry, the Technical Requirements have set a 13 month transition period to ensure that all aspects can be completed in an orderly manner for technological transformation and process construction before formal implementation. We hope that with the implementation of the "Technical Requirements", the personal information security "protective net" can be woven more tightly, and more old electronic products can be "turned into treasure".
