The first L3 level autonomous driving license plate landing - accelerating from technical verification to mass production application
2025-12-24
Recently, the first L3 level conditional autonomous driving license plate "Yu AD0001Z" in China was landed in Chongqing and awarded to Changan Automobile by the Traffic Management Corps of Chongqing Public Security Bureau. It is reported that the license plate will be installed first on Changan Shenlan automotive products, operated by Chongqing Changan Chelian Technology Co., Ltd., and approved to carry out road traffic pilot projects in some areas of Chongqing. The so-called Level 3 autonomous driving, also known as "conditional autonomous driving", is an important turning point from "driver assistance" to "autonomous driving". Its core feature is that the vehicle can autonomously complete all dynamic driving tasks under specific conditions, but the driver needs to maintain attention and intervene in a timely manner when the system issues a takeover request. Previously, the Ministry of Industry and Information Technology officially granted conditional permission to two automotive companies to submit applications for the admission of intelligent connected vehicle products equipped with L3 level conditional autonomous driving functions. "This means that China's autonomous vehicle industry is accelerating from 'technical verification' to a new stage of 'mass production application'." Fu Bingfeng, executive vice president and secretary-general of the China Association of Automobile Manufacturers, said that as an interdisciplinary and interdisciplinary complex system, the maturity of ICV not only depends on technical breakthroughs, but also needs commercial closed-loop verification. After electrification, intelligence is becoming a new focus of competition in the global automotive industry. One of the core symbols of intelligence is intelligent driving. China and the United States are leading the world in the field of intelligent driving, and Europe is also striving to catch up, with a clear competitive situation. "Zhang Yongwei, Chairman of the China Association of Automobile Manufacturers, pointed out that the official approval of autonomous driving vehicle products this time is an important step towards the industrialization of autonomous driving." By piloting and verifying the technology, we can lay a solid foundation for subsequent large-scale applications. "Zhang Yongwei believes that the L3 level conditional autonomous driving vehicle models on the road are not only a touchstone for the landing of technology, but also a practical test and promotion of the synchronous improvement of social supporting systems such as traffic management, insurance claims, liability determination, policies and regulations, achieving the two-way maturity of technological innovation and regulatory norms. Only when both technical verification and regulatory systems are fully implemented, can autonomous driving enter a stable development track. It is worth noting that the permit for the two models is not simply a "comprehensive release", but specific regulations have been made for operating scenarios, road types, urban areas, and speed limits. According to the announcement of the Ministry of Industry and Information Technology, the Changan brand SC7000AAARBEV pure electric sedan can achieve autonomous driving in single lane highways and urban expressways in congested traffic environments, with a maximum speed of no more than 50 kilometers per hour, and is only available on designated sections of Chongqing's Inner Ring Expressway, New Inner Ring Expressway, and Yudu Avenue. The BJ7001A61NBEV pure electric sedan from the Jihu brand can achieve L3 level conditional autonomous driving with a maximum speed of 80 kilometers per hour on single lanes of highways and urban expressways, but its applicability is also strictly limited to certain sections of Beijing Jingtai Expressway, Airport North Line Expressway, and Daxing Airport Expressway. According to the admission pilot work standards determined by the four departments, the pilot includes two stages of 'product admission+road access', and adopts a small incision approach to conditionally enter. ”Liu Fawang, Deputy Director of the Equipment Industry Development Center of the Ministry of Industry and Information Technology, explained that the current pilot subjects need to limit road sections, vehicle types, and speeds, and implement conditional use to ensure that overall safety risks are within a controllable range. At the operational level, the two models are not directly open to private users, but are operated by travel service companies associated with the car companies. The Changan models are operated by Chongqing Changan Chelian Technology Co., Ltd., while the Jihu models are undertaken by Beijing Chuxing Automotive Service Co., Ltd. Through fleet based and specialized management, the uncertainty of the initial landing of L3 level conditional autonomous driving can be reduced, and consumers can experience the functions of autonomous driving by taking a taxi. ”However, Liu Fawang stated that as the pilot program deepens and the industry becomes more aware of the regularity of safety risks, these restrictions are expected to be relaxed in the future, and autonomous driving will gradually enter the daily lives of ordinary people. The official approval of autonomous driving vehicle products not only effectively responds to the expectations of various sectors of society for future smart travel, but also reflects the government's governance wisdom of inclusive and prudent supervision to safeguard the safe landing of cutting-edge technologies and support innovative exploration. ”Fu Bingfeng emphasized that this measure has released the dividends of mass production application with "laws to follow and roads to run", and implemented the overall idea of "system first, pilot breaking the ice, and hierarchical promotion". The continuous promotion of the pilot work for the admission and on road access of intelligent connected vehicles will undoubtedly inject strong impetus into China's automotive technology innovation and iterative upgrading.
