From 'quantity' to 'quality': the next direction of the national fitness industry
2025-12-30
Recently, the General Administration of Sport of China released the "Sixth National Physical Fitness Monitoring Bulletin" and the "2025 National Fitness Activity Survey Bulletin", both of which point to the same change - China's national fitness industry has made remarkable progress in the past five years, and the next step will be to shift towards "quality" improvement. The 6th National Physical Fitness Monitoring Bulletin shows that the proportion of people in China who meet or exceed the national physical fitness testing standards (pass rate) is 84.9%, and the proportion of people with a good level or above (excellent rate) is 30.9%. Compared with 2020, the pass rate has increased by 0.8%, and the excellent rate has increased by 1.5%; The "2025 National Fitness Activity Survey Bulletin" shows that the proportion of people who regularly participate in physical exercise has reached 38.52%, an increase of about 1.3% compared to 2020. It is reported that the sixth national physical fitness monitoring will be carried out from March to October 2025, jointly organized and implemented by the General Administration of Sport of China and eight ministries, and a three-level linkage mechanism of "national overall guidance, provincial main body implementation, and grassroots collaborative participation" has been established. The monitoring adopts a multi-stage stratified cluster random sampling method, covering 108 cities (districts, counties) in 31 provinces (regions, cities), and collecting 243600 valid samples, covering three major populations: children aged 3-6, adults aged 20-59, and elderly people aged 60-79. The monitoring adopts a dual track model of "physical fitness testing+health questionnaire". Physical fitness testing includes 25 indicators in three categories: body shape, function, and quality. The questionnaire focuses on dimensions such as physical exercise, physical activity, and health status, achieving a deep correlation between "physical fitness data" and "health behavior". This monitoring is the first to use the "National Physical Fitness Testing Standards (Revised in 2023)" to analyze and evaluate physical fitness testing data, and to construct benchmark data reflecting the physical fitness status of the people in the new era. The release of the core comprehensive indicator of "National Physical Fitness Excellent Rate" for the first time marks the transition of China's physical fitness monitoring work from a single indicator to a comprehensive health assessment stage, providing key scientific data support for promoting the construction of a sports powerhouse. The monitoring results show that the gap in physical fitness level between urban and rural residents is gradually narrowing, the role of physical exercise in promoting physical fitness level improvement is enhanced, the effect of physical activity on improving physical fitness level is evident, and sports venues effectively support the improvement of physical fitness level. However, while the physical fitness levels of young children and the elderly have significantly improved, the muscle strength of adults has shown a continuous downward trend, with the decline being more pronounced in the male population. Feng Qiang, Deputy Director of the National Physical Fitness and Scientific Fitness Research Center at the Sports Science Research Institute of the General Administration of Sport of China, said, "In our investigation, we also found that residents in different provinces and regions have their own characteristics and imbalances in overweight, obesity, cardiovascular endurance, and other aspects. We need to develop specialized intervention plans to help residents in provinces and regions with lagging indicators improve their physical fitness levels." The 2025 National Fitness Activity Survey will be organized and implemented by the General Administration of Sport of China, following a three-level working mechanism of "national coordination, provincial implementation, and city county implementation". The survey will be conducted from January to August 2025, using a stratified, multi-stage probability sampling method proportional to population size, covering 500 counties (cities, districts, banners) and 6500 village (residential) committees in 31 provinces (regions, cities), with an effective sample of 141145 people, covering permanent residents aged 3 and above. The population will be divided into four groups based on age: 3-6 year old children, 7-18 year old children and adolescents, 19-59 year old adults, and 60 year old and above. The sample structure is highly consistent with population distribution. The innovation of the survey indicator system adopts a combination of "short roll+long roll" mode. Short papers are designed around the core indicators of the National Fitness Program to efficiently support policy evaluation and routine monitoring; On this basis, the long scroll systematically incorporates scientific fitness literacy dimensions such as fitness knowledge, fitness attitude, fitness skills, and habit development for urban and rural residents. The survey results show that China's national fitness industry has achieved positive results, mainly reflected in the continuous expansion of the number of people participating in sports exercise, the continuous increase in the proportion of people, the rich and colorful sports projects involved, and the further improvement of scientific fitness literacy. Especially in China, the per capita level of sports consumption continues to increase, and there is a gradual shift from physical consumption to service-oriented consumption such as participation and viewing, reflecting the continuous optimization and upgrading of the sports consumption structure. On the supply side, the "15 minute fitness circle" has been basically realized, with optional venues such as squares, own courtyards, park facilities, public sports venues, gyms, open venues of schools or social units. In addition, the enthusiasm for participating in mass sports events has increased, mass sports and fitness organizations have further developed, and the channels for sports and fitness guidance services have become more diverse. A survey shows that 45.1% of residents aged 19 and above have participated in mass sports events, an increase of 9.3% compared to 2020. There are two sets of comparisons worth noting in the survey results: the proportion of people who regularly participate in physical exercise has reached 38.52%, an increase of 4.6% and 1.3% compared to 2015 and 2020, respectively; The proportion of people who participate in physical exercise once a week or more is 69.1%, an increase of 7.2% and 1.6% compared to 2015 and 2020, respectively. It can be seen that the growth rate of these two indicators has slowed down. Regarding this, Zhang Yanfeng, a researcher at the National Physical Fitness and Scientific Fitness Research Center, said that it is foreseeable that the proportion of people will enter a plateau period, and similar patterns will also be observed in other countries and regions. The survey results show that China's national fitness public service system has achieved very good improvement and progress; At the same time, we also see urban-rural and regional differences. ”Zhang Yanfeng said, "The next step is to study how to operate a high-quality public service system for national fitness." Overall, the continuous supply of public services for national fitness has brought about a steady improvement in the physical fitness of the people. However, the "2025 National Fitness Activity Survey Bulletin" also reflects the shortcomings in the development of national fitness: the problem of uneven development between urban and rural areas and regions still exists, professional fitness guidance, organizational support, and continuous service coverage are insufficient, and the population base of key sports projects is weak; The issue of uneven development is also reflected in the 6th National Physical Fitness Monitoring Bulletin. We need to ensure high-quality development in the process of building a sports powerhouse, and one thing we particularly need to pay attention to is the development of the sports population, which is the breakthrough point for the next step of the construction of the national fitness public service system. ”Zhang Yanfeng said. The sports population is a subdivision type of the sports population, emphasizing the "project-based" and "normalized" participation in sports, and serving as a bridge between competitive sports and mass sports. The development of the sports population will bring about high-quality improvements in sports guidance, events, and activities, which will enable us to shift from quantitative to qualitative changes and help achieve the goal of building a strong sports nation, "said Zhang Yanfeng.
