Comprehensive measures to enhance the quality and efficiency of grassroots supervision

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection requires that, with grassroots supervision as the support, the establishment and staffing of grassroots disciplinary inspection and supervision institutions should be continuously optimized, the dynamic supplementary mechanism for vacant personnel should be improved, and the quality and efficiency of grassroots disciplinary inspection and supervision should be enhanced. The Discipline Inspection Commission and Supervisory Commission of Shashi District, Jingzhou City, Hubei Province, continuously explore effective ways to solve the problems that constrain grassroots supervision, promote the focus on supervision, strengthen responsibility towards supervision, and tilt strength towards supervision, and comprehensively implement measures to enhance the efficiency of grassroots supervision and governance. Adhere to reform and innovation, and focus on supervision. Based on the primary responsibility of supervision, achieve integrated strength and intelligent supervision. One is to integrate power resources. Strengthen practical training, include 18 cadres from the comprehensive department in the case handling cooperation zone, adopt a mutual assistance model of "old leading new, strong leading weak", and provide "hands-on" guidance throughout the entire process of investigating and handling cases, including initial clue verification, conversation and inquiry, case filing and review, and transfer for trial. The second is to deepen data empowerment. Explore the establishment of a cross departmental and cross level coordination mechanism for intelligent supervision, relying on the Hubei Province rural collective "three capital" information supervision platform and the "one point supervision" of small and micro power, to classify and establish a warning information database for the use of funds for livelihood projects, village level engineering bidding, asset financial management, and other aspects, forming a closed-loop model of "data screening and warning - targeted push of clues - precise verification and disposal". The third is to focus on the 'key few'. Develop a task list to strengthen supervision over the "top leader" and leadership team, establish a regular supervision system for the "key minority" throughout the entire cycle around authorization, use of power, and control of power, and comprehensively use measures such as heart to heart talks, democratic life meetings, strengthening institutional constraints, and enhancing integrity construction to supervise the exercise of power throughout the entire process and further plug institutional loopholes. Adhere to collaboration and linkage, and consolidate responsibility towards supervision. Firmly establish the "one game" thinking, coordinate and integrate the strengths of all parties, achieve information exchange, resource sharing, and complementary strength. One is to establish a responsibility system. Adhere to the principle of resonance and joint efforts between the main responsibility and the supervisory responsibility, promote the Party committee leaders to effectively fulfill their responsibilities as the first responsible person, strengthen the overall planning, organizational leadership, deployment, promotion, inspection and implementation of grassroots supervision, and build a grassroots supervision system under the comprehensive leadership of the Party committee, the assistance of the discipline inspection commission and the supervisory commission, the respective responsibilities of functional departments, the coordination and cooperation of various types of supervision, and the support and participation of the masses. The second is to make good use of collaborative mechanisms. According to the principles of geographical proximity, concentrated strength, and ease of cooperation, timely adjustments will be made to the cooperation areas, and four mechanisms of "unified management of clues, unified handling of cases, regular consultation and research, and regular request and report" will be established and improved to achieve personnel and force sharing. The third is to strengthen supervision and linkage. Promote the integration of various types of supervision, identify the coordination points of "disciplinary inspection and review" linkage supervision, establish communication and coordination mechanisms with the National People's Congress, government, judiciary and other government departments, and carry out collaborative supervision with functional departments. Focus on issuing supervision lists around key links such as project bidding, employment subsidy fund allocation and management, rural collective "three capital" management, and medical insurance fund use, to promote more focused and accurate supervision. Adhere to systematic governance and lean towards supervision. Efforts will be made to break through the difficulties and obstacles that hinder grassroots supervision, such as the lack of supervision, scattered forces, and insufficient capabilities, and promote the complementary advantages, overlapping forces, and amplification of the effectiveness of supervision. One is to strengthen education and training. Continuously improve the mechanism for talent cultivation and training, formulate education and training plans to enhance the ability level of discipline inspection and supervision cadres, create a full chain of online and offline platforms, open online training columns, set up sections on political theory, quality courses, online testing, etc., and achieve "menu based learning"; Offline, through business training, practical exercises, and business competitions, we help grassroots discipline inspection and supervision cadres make up for their knowledge gaps and ability shortcomings, and strengthen their ability to perform their duties in accordance with regulations, laws, and regulations. The second is to activate the supervisory end. In response to the problems of weak village level supervision forces and single methods, regular organization of district, town, and village level supervision forces to carry out collaborative supervision and cross inspection, guiding the masses to dare and know how to supervise through drawing flowcharts of small and micro power operation, compiling "pocket books", joint visits, and other methods. 107 village level disciplinary inspection committee members were organized to visit households and solve 32 urgent and difficult problems such as the renovation of old residential areas and environmental governance through forms such as "bench meetings" and "discussion pavilions", benefiting 78000 people. The third is to highlight the use of cases to promote reform and governance. The integrated promotion of investigation, reform and governance not only focuses on discovering and solving the weak points in institutional construction, risks in power operation, and gaps in supervision and management discovered during case investigation and handling, but also promotes systematic governance through the combination of case analysis and case analysis.
