In May 2025, Guangxi Zhuang Autonomous Region Quanzhou County Tongda Motor Vehicle Testing Co., Ltd. issued a false motor vehicle emission inspection report. Based on the case clues transferred by Guilin Ecological Environment Bureau, Guangxi Zhuang Autonomous Region Market Supervision Bureau launched an investigation into Quanzhou County Tongda Motor Vehicle Testing Co., Ltd. The company violated Article 54 (1) of the Air Pollution Prevention and Control Law of the People's Republic of China by manipulating the engine control unit information of 254 motor vehicles, using the same software calibration identification code (CAL ID) and verification code (CVN) instead of different batches of vehicle OBD information during emission testing from January to October 2024; In February 2025, the Guilin Ecological Environment Bureau imposed administrative penalties on the company in accordance with Article 112 (1) of the Air Pollution Prevention and Control Law of the People's Republic of China. In March 2025, the Guilin Ecology and Environment Bureau, based on the "Guangxi Zhuang Autonomous Region Ecological Environment Non fine Administrative Penalty Discretionary Rules", determined that his illegal behavior met the serious circumstances and transferred the relevant case clues to the Guilin Market Supervision Bureau. In March 2024, the Lanzhou Public Security Bureau initiated an investigation into the parties involved. In April 2024, the Xigu District People's Court of Lanzhou City ruled that the parties were guilty of providing false certification documents. In March 2025, the Market Supervision Bureau of Gansu Province issued an administrative penalty to revoke the inspection qualification of the institution in accordance with Article 94 (2) of the Road Traffic Safety Law of the People's Republic of China. In November 2024, the Market Supervision Bureau of Xinjiang Uygur Autonomous Region launched an investigation into Xinjiang Avenue Xiyu Motor Vehicle Inspection Co., Ltd. for issuing a false motor vehicle safety technical inspection report in accordance with the law. After investigation, it was found that in September 2024, the company engaged in fraud by changing the vehicle license plate number and other methods during the motor vehicle safety technical inspection. The Traffic Police Detachment of Urumqi Public Security Bureau has imposed a fine of 1500 yuan on the company for issuing false motor vehicle safety technical inspection reports in accordance with Article 94 (2) of the Road Traffic Safety Law of the People's Republic of China. In July 2025, the Market Supervision Bureau of Xinjiang Uygur Autonomous Region imposed an administrative penalty on the institution to revoke its inspection qualification in accordance with Article 94 (2) of the Road Traffic Safety Law of the People's Republic of China.
