On the 5th, the 2026 "Beijing Artificial Intelligence Conference" held in Beijing released the "Action Plan for Building a New High in Beijing Artificial Intelligence", deploying nine actions corresponding to different links and fields of the development of the artificial intelligence industry, striving to push the scale of Beijing's core artificial intelligence industry to exceed one trillion yuan within two years. It is understood that the nine actions include technology innovation source, intelligent computing independent ecological foundation, and high-quality data gathering. The first one is the source of technological innovation, emphasizing support for diverse subjects, multiple routes, group based tackling, and systematic breakthroughs; In terms of strengthening the foundation of intelligent computing's independent ecosystem, it is proposed to promote the development of key components in intelligent computing clusters, such as "supplementing and strengthening the chain", and to develop super nodes and optical interconnects. In addition, in response to the needs of industrial development, actions such as high-quality data aggregation, global application empowerment, scientific intelligence paradigm innovation, and embodied intelligence full chain crossing have been proposed to further support the iteration and application landing requirements of large model technology, and strengthen the supporting development of upstream and downstream of the industrial chain. The action plan also makes targeted arrangements for innovation ecology, open source, and security governance, including attracting top talents, better leveraging the role of patient capital, continuously promoting the construction of open source organizations and open source technology systems, and providing deep model security stress testing services for innovation entities. Yang Xiuling, Director of the Beijing Municipal Development and Reform Commission, stated at the meeting that through the implementation of the action plan, efforts will be made to push the scale of Beijing's core artificial intelligence industry to exceed one trillion yuan within two years, build a 100000 card level domestic intelligent computing cluster, complete tasks such as adding more than 10 new listed companies and more than 20 unicorn companies in the field of artificial intelligence, and accelerate the construction of Beijing as a global artificial intelligence innovation highland.
