The All China Federation of Trade Unions, the Ministry of Culture and Tourism, the State Film Administration, and the General Administration of Sport of China recently issued the "Opinions on Deepening the High Quality Development of Workers' Cultural and Sports Work in the New Era and Expanding Workers' Cultural and Sports Consumption" (hereinafter referred to as the "Opinions"). The Opinion proposes 8 key tasks, including expanding the scale of employee cultural and sports activities, prospering the supply of employee culture, optimizing the development structure of employee sports, innovating the scene of employee cultural and sports activities, deepening the integration of employee cultural and sports activities, consolidating the service support for employee cultural and sports activities, optimizing the environment for employee cultural and sports consumption, promoting employee cultural and sports consumption, and taking multiple measures to better meet the growing spiritual and cultural needs of the majority of employees, further expanding employee cultural and sports consumption, and unleashing employee consumption potential. The Opinion points out that by 2030, a comprehensive, clear hierarchical, and distinctive system of employee cultural and sports activities will be basically established, a number of employee cultural and sports brand projects with national influence will be created, the quality and efficiency of employee cultural and sports services will be promoted, and a healthy, civilized, uplifting, and all inclusive employee culture will be created to better meet the diverse, multi-level, and multi-faceted spiritual and cultural needs of employees. The Opinion proposes to focus on expanding the scale of cultural and sports activities for employees, with the All China Federation of Trade Unions taking the lead and collaborating with multiple departments to plan and organize nationwide cultural and sports activities for employees. Encourage trade unions at all levels to collaborate with cultural and tourism, film, sports departments, and various venues to create regional employee cultural and sports activity brands. Encourage grassroots trade unions to carry out small-scale, diversified, and daily activities to enhance the convenience of employee participation. In terms of content supply, on the one hand, we will promote the prosperity of employee culture, carry out cultural exhibitions, classic recitations and other activities, promote cultural development at the grassroots level, run employee night schools, establish creative bases based on the Workers' Cultural Palace, and encourage the creation of employee themed film and television works; On the other hand, optimize the structure of employee sports development, consolidate and enhance sports activities such as badminton and table tennis, promote traditional sports such as Tai Chi, introduce emerging sports such as ice and snow, outdoor activities, and continue to launch convenient fitness activities such as "Let's Move in the Workplace". The Opinion encourages the expansion of new activities such as nighttime, outdoor, social, and parent-child activities. Immersive and interactive experiential activities should be carried out in commercial districts, parks and green spaces, industrial sites, red education bases, movie screening venues, and other spaces. The integration of ideological and political guidance into cultural and sports activities should be combined with skill exhibitions, model worker exchanges, and other forms. Promote the orderly opening of cultural and sports facilities in enterprises and institutions, and build a digital cultural and sports service platform based on the "Employee Home" app. In terms of optimizing the cultural and sports consumption environment for employees, the "Opinions" propose to encourage an increase in the proportion of labor union funds spent on cultural and sports activities, promote collective bargaining among employers on cultural and sports activities and paid annual leave, expand the scale of employee recuperation and rehabilitation, and encourage grassroots labor unions to carry out up to four spring and autumn tourism activities per year. Encourage trade unions at all levels to collaborate with departments such as culture, tourism, film, and sports to launch exclusive cultural and sports discount products and services for employees, support the purchase of annual tickets for scenic spots, issue cultural and tourism consumption vouchers and movie vouchers, hold main theme movie screenings, and run a "Huigong Cinema Line".
