Protecting the "Five Health" of Youth with Stronger Collaboration
2026-01-07
Recently, 13 departments including the National Health Commission, the National Bureau of Disease Control and Prevention, the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Education jointly released the "Action Plan for Promoting the 'Five Health' of Children and Adolescents (2026-2030)" (hereinafter referred to as the "Plan"), which decided to implement a five-year action plan for promoting the 'Five Health' of children and adolescents. The health status of children and adolescents is not only the "foundation" of national health, but also the "chassis" of the country's long-term development. Health not only refers to data indicators such as weight, but also to the comprehensive improvement of physical fitness, exercise ability, and overall literacy. Anchoring such value coordinates, caring for the healthy growth of children and adolescents, with clearer direction, stronger motivation, and clearer path. The joint promotion of the "Five Health" initiative for children and adolescents by 13 departments is a long-term institutional arrangement to promote the healthy growth of children. Facing 2030, the 'Plan' provides a clear and measurable set of goals to drive all parties to work together in the same direction. Specifically, in terms of weight, it is necessary to achieve an excellent rate of over 60% for primary and secondary school students to meet the national student physical health standards, and to effectively intervene in childhood and adolescent obesity; In terms of vision, we aim to gradually increase the refractive screening rate for children aged 0-6 and primary and secondary school students, control the myopia rate in 6-year-old children at around 3%, and reduce the myopia rate in primary school students to below 32%; In terms of psychology, it is proposed that the proportion of monitoring the psychological and behavioral development of children aged 0-6 should reach 90%. All schools should be equipped with full-time (part-time) mental health education teachers, and primary and secondary schools should hold at least one mental health lecture or related educational activity every academic year; In terms of bones, screening for abnormal spinal curvature in primary and secondary school students is widely carried out; In terms of oral health, children aged 5 and 12 who suffer from dental caries receive effective interventions. These goals not only address the pain points of current children and adolescents' health, but also anchor clear indicators for children's physical and mental development. From this, it can be seen that the 'Plan' is not only a task list, but also a commitment to health for the future. The key to transforming the 'Plan' from a 'paper goal' to a 'ground level change' lies in precise policy implementation, detailed implementation, and unremitting persistence. The health problems of children and adolescents, such as weight, vision, and psychology, are a dynamic process that is influenced by multiple environmental factors such as family, school, and society. To achieve a healthy state, it is necessary to work hard for a long time, pay attention to dynamic monitoring and timely intervention, and have scientific methods that start from the details of children's daily lives. Taking weight management as an example, it is not only necessary to start from the source, but also to combine nutrition and health education with the construction of school "health canteens" and guidance on family eating habits, while ensuring that children have sufficient time for on campus and off campus sports activities every day. The prevention and control of myopia, although facing numerous difficulties, is an important breakthrough point of "focusing on early and small issues". To implement the 'Plan' effectively, it is not only necessary to monitor the reserve of farsightedness and advance the prevention and control of myopia, but also to transform the requirements of 'outdoor natural light for more than 60 minutes' and' classroom lighting standards' into school rules and regulations that can be supervised and assessed, and extend them to families and communities through home school community collaboration. Psychological protection emphasizes the importance of "seeing, finding, and transferring". By equipping a strong team of full-time (part-time) psychological teachers and improving the operation and referral mechanism of psychological counseling rooms, every child can receive professional support when needed. Bone health should be achieved through a combination of movement and stillness, focusing not only on screening and popularization of science, but also on exercise prescription and body management, implementing the principles of "sitting upright, standing straight, and running steadily" in every class and every break; Oral health care requires "early screening and care", turning actionable small goals such as "brushing teeth in the morning and evening, brushing teeth scientifically, rinsing mouth after meals, and using dental floss" into good habits for children throughout their lives. These 'key small matters' are the' key levers' for the implementation and effectiveness of the 'Plan'. To bring the "Five Health" promotion action into campuses, families, and communities, it is necessary to unite stronger forces and connect the "last mile" of services. Professional services can be naturally integrated into the entire process of school governance by building a work pattern of "collaboration between medical schools, integration of health and physical education, joint education between families and schools, and joint governance by society". At the same time, it is important to leverage digital means to empower health management, establish a database of children and adolescents' health records, achieve cross regional and cross departmental information exchange and dynamic tracking, and make interventions more timely and precise. Communities can also create health corners, sports fields, and parent-child activity days, allowing children to develop healthy habits in real life scenarios and create a healthy atmosphere where everyone participates and pays attention at all times. In addition, various regions should promote the close connection of the integrated service chain of "prevention, screening, diagnosis, treatment, and rehabilitation", so that maternal and child health care, primary medical care, disease control institutions, and schools can work together to achieve data sharing, referral implementation, and closed-loop follow-up; We will deepen our efforts in "preventing and managing multiple illnesses together", and comprehensively promote physical exercise, reasonable diet, adequate sleep, and mental health around common risk factors. We will integrate health education into the curriculum, daily life, and children's lives. To safeguard the healthy growth of children, the whole society should take action and create conditions for them to enhance their physical fitness. Implementing the relevant requirements of the Plan is to support the systematic upgrading of the security system, safeguard the present and future of every child, and lay a solid foundation for the long-term development of the nation.
