The Department of Justice of the Hong Kong Special Administrative Region government recently announced the establishment of an Expert Committee on Overseas Professional Services to provide advice to the Department on promoting Hong Kong's legal and other professional services to support mainland China's overseas expansion strategy. The expert committee is chaired by Zhang Guojun, Deputy Secretary for Justice, and consists of 13 members from the legal, financial, and accounting sectors in mainland China and Hong Kong, as well as outstanding representatives from the business community and enterprises. The term of office is two years. The expert committee will enhance understanding of the needs of mainland enterprises going global, and coordinate professional service sectors such as Hong Kong law, accounting, and finance to provide advice and assistance in supporting mainland enterprises going global. Zhang Guojun stated that the Hong Kong Professional Services Overseas Platform, initiated by the Department of Justice and supported by the Commerce and Economic Development Bureau of the Hong Kong Special Administrative Region Government, will be launched on December 13, 2025, marking a new stage in Hong Kong's collaborative support for mainland enterprises to go overseas. The Department of Justice has established an Expert Committee on Overseas Professional Services, which brings together professionals from various service sectors to provide advice, support and promote the platform's work, and better promote relevant work to assist mainland enterprises in going overseas.
