At the fifth plenary session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping emphasized the need to grasp the new trends and characteristics of corruption, innovate methods and approaches, improve the implementation mechanism for anti-corruption responsibilities, promptly detect, accurately identify, and effectively address various forms of corruption, and continuously enhance the penetration of anti-corruption efforts. Greater efforts should be made to advance integration, strengthen systematic thinking, enhance coordination and cooperation, and integrate oversight from all aspects, so as to promote integrated governance through whole-chain collaboration.
Attendees expressed that they will thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech, unwaveringly follow the Chinese path to combating corruption, which emphasizes both symptom treatment and root cause resolution, and advances the integration of ensuring officials do not dare, cannot, and do not want to engage in corruption under the centralized and unified leadership of the Central Committee. They will advance the fight against corruption with greater clarity and determination.
Corruption is a roadblock and stumbling block in the development of the Party and the country’s undertakings, and the fight against corruption is a critical battle that cannot be lost and must not be lost. Song Yijia, a member of the Central Commission for Discipline Inspection and Secretary of the Chongqing Municipal Commission for Discipline Inspection and Director of the Municipal Supervisory Commission, stated that since the 18th National Congress of the Communist Party of China, the Central Committee, with Comrade Xi Jinping at its core, has demonstrated a high degree of self-reform and a sense of mission to "offend thousands rather than fail 1.4 billion people." Leading the entire Party in deepening comprehensive and strict governance of the Party and the fight against corruption, the Central Committee has persistently cracked down on corruption wherever it occurs, continuously purified the ranks of officials, safeguarded the Party’s image, consolidated the red political power, and secured historical initiative in ensuring the Party does not deteriorate, change color, or lose its essence. This has also secured historical initiative in uniting and leading all the people in the great endeavor of building a strong country and national rejuvenation.
"On the new journey, with the Central Committee, with Comrade Xi Jinping at its core, steering the course and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Chinese path to combating corruption will surely advance steadily and go far," said Song Yijia. She added that Chongqing will take the construction of a clean Chongqing as an important starting point for advancing comprehensive and strict governance of the Party and integrating the efforts to ensure officials do not dare, cannot, and do not want to engage in corruption, formulate a "roadmap" for building integrity across all sectors, deepen systematic governance and root cause resolution, and continuously enhance the comprehensive effectiveness of corruption governance.
General Secretary Xi Jinping pointed out that the fight against corruption remains severe and complex, and the task of eradicating the breeding grounds and conditions for corruption remains daunting.
Fang Lingmin, a member of the Central Commission for Discipline Inspection and Secretary of the Guangxi Zhuang Autonomous Region Commission for Discipline Inspection and Director of the Regional Supervisory Commission, stated that it is essential to deeply grasp General Secretary Xi Jinping’s significant assessment of the "two stills," maintain a clear understanding of the severe and complex situation in the fight against corruption, and persistently uphold a high-pressure stance without wavering. Efforts must continue relentlessly, focusing on key areas, key targets, key projects, as well as new and hidden forms of corruption, with emphasis on investigation and governance. In-depth efforts will be made to address corruption and profiteering in major national projects and "family-style" corruption. It is crucial to accurately grasp the new trends and characteristics of corruption, innovate methods and approaches, enrich punitive measures, leverage technological empowerment, promptly detect, accurately identify, and effectively address various forms of corruption, continuously enhance the penetration of anti-corruption efforts, and further expand the depth and breadth of the fight against corruption.
"It is essential to accurately grasp the situation, tasks, stage characteristics, and regional features of the fight against corruption, and closely focus on the prominent issue of the intertwining of misconduct and corruption that must be resolved at the current stage. A deep understanding of the inherent characteristics of misconduct and corruption as two sides of the same coin, sharing the same root, as well as the evolution pattern of misconduct leading to corruption and the intertwining of the two, is necessary," said Wang Yongjun, a member of the Central Commission for Discipline Inspection and Secretary of the Shanxi Provincial Commission for Discipline Inspection and Director of the Provincial Supervisory Commission. He added that efforts will continue to strictly punish the intertwining of misconduct and corruption through "joint investigation" and eradicate the common roots of both through "joint governance." This involves not only enriching the means of "investigation," particularly by strengthening "intelligent oversight" to enhance the ability to move from problem identification to targeted governance, but also improving the effectiveness of "governance" by deepening case-driven reforms and governance. Joint investigation and governance will be integrated throughout the entire process, from case handling and warning education to rectification and governance.
The fight against corruption is a battle of attack, endurance, and overall strategy. Eradicating the breeding grounds and conditions for corruption requires systematic governance, coordinated efforts, and sustained perseverance.
"Advancing the integration of ensuring officials do not dare, cannot, and do not want to engage in corruption is a systematic project. It is essential to deeply grasp the practical path of simultaneous efforts, coordinated direction, and comprehensive implementation, and continuously deepen efforts in responsibility implementation and methodological measures," said Zhong Qingming, head of the Discipline Inspection and Supervision Team stationed at the China National Offshore Oil Corporation. He emphasized the need to continuously improve the implementation mechanism for anti-corruption responsibilities, promote the assumption of responsibilities by all parties, and ensure collaborative management. Efforts should also be made to implement the deployment requirements of comprehensive派驻 reforms, clarify the responsibilities and positioning, focus on primary duties, and excel in core tasks, promote the improvement of the comprehensive and strict governance of the Party system, and continuously advance from "formal" coverage to "effective" implementation. Oversight over leading officials at all levels, especially the "top leaders" and leadership teams, should be strengthened, urging them to fulfill their primary responsibility and the "dual responsibilities" of their positions. The tool of accountability should be effectively utilized to strengthen the sense of responsibility through precise accountability.
"Advancing the integration of ensuring officials do not dare, cannot, and do not want to engage in corruption is a major strategic policy for combating corruption in the new era and a key measure to enhance the effectiveness of corruption governance. The three must be organically integrated and interconnected, addressing not only the 'blue-green algae' but also eradicating the 'mud,' and improving the systematic, holistic, and practical effectiveness of corruption governance through 'whole-cycle management,'" said Ma Lixin, Secretary of the Qingdao Municipal Commission for Discipline Inspection and Director of the Municipal Supervisory Commission in Shandong Province. He emphasized the need to focus on key issues, key areas, and key targets, strictly investigate and deal with corruption intertwined with political and economic issues, resolutely punish problems such as collusion between government and business, and strengthen the deterrence against corruption. Continuous efforts should be made to strengthen case analysis and category-based analysis, tighten the cage to prevent corruption, and foster integrity. High-quality and in-depth promotion of integrity construction should serve as a starting point, integrating case investigation, industry rectification, and integrity culture development, and continuously creating a strong atmosphere of advocating integrity and resisting corruption, thereby enhancing the conscious desire to avoid corruption.
