Shenzhen achieves first electricity bill settlement for new energy vehicles discharging into the grid

2026-01-15

On the 13th, the Shenzhen Power Supply Bureau of Southern Power Grid successfully completed the settlement of electricity fees for discharging and connecting to the grid at pilot charging stations. Mr. Li, a new energy vehicle owner, received a single income of about 15 yuan. A month ago, he discharged about 20 degrees to the grid during peak hours, which was the first time in Shenzhen that electricity fees for discharging new energy vehicles to the grid had been settled. From learning about policy information at the beginning, to finally using a charging gun to discharge my car and connect it to the internet, now new energy vehicles not only allow me to travel comfortably, but also provide tangible economic benefits. ”Mr. Li is one of the first users in Shenzhen to participate in V2G (reverse charging) vehicle discharge online. He stated that he will be able to better balance the use of vehicles and the creation of economic benefits in the future. In 2025, the Development and Reform Commission of Guangdong Province issued a reply on the issue of electricity price for new energy vehicles discharging into the grid, clarifying that "the electricity price for new energy vehicles discharging into the grid shall be determined by the peak to valley electricity price method, specifically determined by multiplying 0.453 yuan per kilowatt hour by the peak to valley ratio coefficient". In response to its different online settlement method from traditional distributed energy, the Shenzhen Power Supply Bureau of Southern Power Grid has extended the establishment of a V2G specialized electricity price and settlement model, differentiated the setting of a time of use billing formula, and accurately charged the electricity during peak, peak, normal, and valley periods according to the high temperature days of key months and other months, realizing the value quantification of new energy vehicles as distributed energy storage units participating in grid regulation. It is reported that Shenzhen is one of the first pilot cities for large-scale application of car network interaction in China. The relevant person in charge of Shenzhen Power Supply Bureau of Southern Power Grid introduced that vehicle network interaction provides an innovative solution for Shenzhen to resolve the contradiction between the rapid growth of new energy vehicle ownership and the carrying capacity of the distribution network. Guiding the valley charging and peak discharging of new energy vehicles through price signals can help unleash the potential of 'mobile energy storage' for new energy vehicles and alleviate local power supply pressure. The person in charge stated that Shenzhen will continue to deepen the exploration of large-scale applications of vehicle network interaction to support the construction of new power systems.
