On the 14th, Haikou Customs announced that since the closure of Hainan Free Trade Port, the number of customs declaration units filing inquiries and applications has steadily increased, and the scale of foreign trade business entities continues to expand. According to statistics, from December 18, 2025 to January 10, 2026, the number of registered foreign trade entities in Hainan Free Trade Port has increased significantly, with a total of 4709 registered entities. At present, there are over 100000 foreign trade operators in Hainan Free Trade Port. The customs declaration unit refers to the consignee and consignor of import and export goods, as well as the customs declaration enterprise that is registered with the customs according to regulations. This filing is a prerequisite and necessary step for the business entity to obtain customs declaration qualifications and legally handle customs declaration business within the territory of the People's Republic of China. The customs declaration unit after filing can also be referred to as the foreign trade operating entity. The policy dividends and new business processes brought about by the closure of Hainan Free Trade Port have led to a growing demand for consulting services from numerous business entities. Congratulations from the Deputy Director of the Enterprise Management and Verification Department of Sanya Customs, which is under the jurisdiction of Haikou Customs. In order to benefit more entities from the benefits of the free trade port and meet the import and export filing needs of more enterprises, we have organized personnel to speed up the approval process and arranged dedicated personnel to guide enterprises in filing applications, reducing the average approval time by nearly 60%. In the next step, Haikou Customs will closely focus on the actual development needs of enterprises, continuously optimize regulatory models, improve service efficiency, and make every effort to ensure smooth cross-border trade.
