The oil business departments at all levels rely on the system to handle business, and combine with the annual oil settlement to implement single installation, single machine, and single ship oil accounting evaluation and management. They organize the analysis of the rationality of oil data for each equipment, timely identify the reasons for equipment with large deviations, and provide treatment suggestions. Recently, the Logistics Support Department of the Central Military Commission issued a full process supervision measure for military oil support, clarifying relevant matters. According to the relevant department heads, this is an important measure to promote the full process of oil security, which is governed by law and managed throughout the entire process. In recent years, the entire military fuel system has adhered to the principle of treating both the symptoms and root causes, improving various institutional mechanisms, and continuously building a regulatory system that includes internal control and supervision, decentralization and checks and balances, multidimensional linkage, and joint prevention and control. The Logistics Support Department of the Central Military Commission has studied and introduced comprehensive supervision measures for the entire process of military fuel supply, linking and consolidating the main responsibilities of the Party committee, the supervisory responsibilities of the discipline inspection commission, and the responsibilities of industry integrity supervisors. The work of fuel supply strength and annual final account review has been included in the decision-making matters of the unit, and we will work together to promote the implementation of supervision measures. This measure provides rigid regulations for scientific research projects, oil certification, fundraising and settlement, indicator application, and oil transportation, to prevent "supply-demand mismatch, hidden technical parameters, and biased exclusive indicators" in scientific research projects; Strengthen the supervision and management of demand, quantity, quality, and price in oil certification and fundraising settlement; Ensure strict correspondence between fuel application, indicator issuance, and usage plan in indicator application and plan management; In the transportation and storage of oil materials, we adhere to ensuring transportation safety, traceable processes, accurate quantities during storage, and standardized management; In the process of receiving, shipping, and transferring oil materials, ensure that the quantity of oil materials sent out is accurate, the quality is qualified, the process of recovering oil materials is clear, and the disposal is appropriate; In accounting and joint military civilian supervision, we insist on ensuring clear and accurate accounts and establishing a military civilian collaborative supervision mechanism.
