Standardize the management of government mobile Internet applications, strengthen supervision, and remove the fingertip burden

On January 28, the General Office of the State Council issued the Measures for the Standardized Management of Government Mobile Internet Applications (hereinafter referred to as the Measures), which made requirements for the standardized management of government mobile Internet applications (hereinafter referred to as "government applications"). The relevant officials of the Cyberspace Administration of China stated that the "Measures" clarify the requirements for the management of government applications, which is of great significance for standardizing the management of government applications, preventing the resurgence and hidden variation of "formalism at the fingertips", and improving the efficiency of government services and grassroots governance. Consolidating the achievements of rectifying formalism at the fingertips and implementing the requirements of reducing the burden on grassroots through rectifying formalism is a major highlight of the Measures. Since October 2024, the Cyberspace Administration of China, in conjunction with relevant departments, has launched a nationwide campaign to address issues such as excessive and indiscriminate use of government applications, multiple reporting lines, non-standard construction, and functional alienation. The rectification work has achieved significant results. However, in order to continuously prevent problems from rebounding and renovating, it is necessary to establish a long-term mechanism for the construction and operation of government applications, "said Professor Huang Huang, Vice Dean of the School of Government Management at Peking University. The Measures stipulate that the host (user) unit shall standardize the construction and management of government application programs, and shall not engage in the following situations: (1) arbitrarily or repeatedly requiring grassroots units to fill out forms, submit data, and submit materials; (2) Except for special scenarios such as security and emergency situations, government applications are required to set mandatory functions such as clocking in, ranking points, and calculating online time; (3) Mandatory promotion of downloading and using government applications, assessment and reporting of user installation and usage rates, and mandatory requirement for regular login; (4) Transform government applications into the main carrier for daily work assessment and online supervision and inspection, using likes, online votes, reposts, learning time, and other factors as evaluation criteria. In non essential situations, require subordinate and grassroots units to upload work photos, videos, and trajectories through government applications; (5) Engage in business activities using government applications. The relevant officials of the Cyberspace Administration of China introduced that in response to the prominent problem of "formalism at the fingertips", the "Measures" clarify management requirements and job responsibilities around key links such as the construction, use, and security of government applications, and promote the establishment of a long-term prevention and control mechanism. The Measures stipulate that all regions and departments should regularly conduct self-examination and self-evaluation, proactively identify and rectify issues such as forced use, excessive leaving of marks, abuse of rankings, and multiple reporting. Building a full cycle management mechanism to promote efficient and standardized operation of government applications is another important content of the Measures. The Measures achieve the institutional linkage of standardized management of government applications in various stages such as construction, use, and security through measures such as unifying filing standards, standardizing filing processes, and improving filing information management. ”Yu Xiaohui, President of the China Academy of Information and Communications Technology, said. Zhai Yun, a researcher at the National Governance Teaching and Research Department of the Central Party School (National School of Administration), introduced that the "Measures" emphasize the need to continuously strengthen the supervision and management of the entire process, and hold accountable those responsible for ineffective rectification and frequent problems. Through the two-way efforts of "self-evaluation" and "peer evaluation", ensure the implementation and effectiveness of various management requirements. In addition, the Measures also focus on convenience and efficiency enhancement, highlighting the functional performance and user experience of government applications, encouraging technological innovation and application, and promoting the improvement of government service efficiency. The relevant officials of the Cyberspace Administration of China stated that the "Measures" propose a work direction to further enhance the empowerment and efficiency of government applications: firstly, to pay more attention to user experience. Before filing for government applications, it is required to conduct acceptance checks on functional integrity, performance stability, and interaction convenience to ensure usability and ease of use. Secondly, there is a greater emphasis on technological innovation. Actively adopt innovative technologies such as Internet Protocol Version 6 (IPv6) to further enhance the carrying capacity of government applications. Thirdly, there is a greater emphasis on practical application. Strengthen intensive construction and data sharing, clean up and integrate grassroots oriented government applications, and optimize the functions of government applications. The Measures take measures to standardize the entire process of access, use, supervision and management of government applications, which not only reduces the burden and loosens the restrictions on grassroots cadres, but also points out the direction for 'fingertip government' to uphold its original service intention. ”Zhai Yun believes that the promulgation of the "Measures" marks a new stage of standardization, refinement, and normalization in the management of government application programs in China. After the implementation of the new regulations, such issues will be effectively regulated. The filling process has been greatly simplified and data resources have been integrated and optimized, eliminating repetitive work. We need to respond promptly and solve the urgent and difficult problems of the public. We hope that relevant departments can continue to optimize government apps, further integrate scattered functions, unify usage standards, and eliminate the phenomenon of duplicate development and multi head management from the source, further reducing the burden and improving efficiency for grassroots.
