The reporter learned from the press conference of the Macau SAR Executive Council held on the 2nd that the Executive Council has completed the discussion of the draft law on the "Macau SAR Committee for Safeguarding National Security", and the relevant bill will be submitted to the SAR Legislative Council for review. The Executive Council stated that safeguarding national security is the constitutional responsibility of the Macao SAR. Under the guidance of the overall national security concept, the Macao Special Administrative Region, through Administrative Regulation No. 22/2018 "Macao Special Administrative Region Committee for Safeguarding National Security" amended by Administrative Regulation No. 47/2021, is assisted by the Macao Special Administrative Region Committee for Safeguarding National Security (hereinafter referred to as the "National Security Committee") to assist the Chief Executive in making decisions on the maintenance of national security affairs in the Macao Special Administrative Region and is responsible for implementing overall coordination work. In order to establish a sound legal system for safeguarding national security and strengthen the top-level structure of the national security system, it is necessary to comprehensively regulate the responsibilities, composition, and basic system of operation of the National Security Commission in legal form, in order to firmly safeguard national sovereignty, security, and development interests, build a strong national security barrier, and maintain overall social stability. The Administrative Council also pointed out that in order to fully cooperate with the National Security Commission in exercising its statutory functions and further strengthen the review work related to national security interests, it is necessary to simultaneously amend other relevant laws and regulations to effectively prevent and curb foreign interference and ensure that national security interests are not harmed. It is reported that the main content of the bill includes regulating the nature, responsibilities, powers, and composition of the National Security Commission; Standardize the Chairman of the National Security Commission, National Security Affairs Advisor, and National Security Technical Advisor, as well as the executive and auxiliary departments of the National Security Commission; Standardize the operation of the National Security Commission; Standardize the special system and personnel system regarding expenditures, and add provisions to the Budget Outline Law No. 15/2017; Amend and add provisions to Law No. 9/1999 on the Outline of Judicial Organizations to regulate exceptions to hearings in litigation procedures, jurisdiction in special circumstances, and the system for litigation agents to participate in litigation involving national security matters.
