Planning a blueprint for world-class urban agglomerations in the capital metropolitan area

On February 3rd, the "Spatial Coordination Plan for the Modern Capital Urban Agglomeration (2023-2035)" (hereinafter referred to as the "Plan") was officially released to the public. This is the first urban agglomeration plan approved by the central government in China, marking a new stage of system integration and collaborative upgrading for the coordinated development of the Beijing Tianjin Hebei region. According to the "Plan", by 2035, the framework of the modern capital metropolitan area will be basically formed; By 2050, the modern capital metropolitan area will be fully completed, becoming a world-class metropolitan area with the capital as the core and the first place to demonstrate Chinese path to modernization. The development of Beijing Tianjin integration has achieved remarkable results. The "Plan" scientifically delineates a planned entity area of approximately 42000 square kilometers and proposes the construction of a spatial pattern of "one core, two wings, two cities, multiple points, and two corridors, multiple circles". Among them, the "one core, two wings" play a leading and supporting role, orderly promote the evacuation of non capital functions in Beijing, and enhance the regional service guarantee capability for capital functions. At the same time, we will promote the coordinated development of large, medium, small cities and small towns around the Beijing Tianjin twin cities and multiple node cities, and optimize the formation of an urbanization spatial pattern with division of labor, cooperation and complete functions. In addition, it is necessary to rely on the Beijing Tianjin and Beijing Xiongnu corridors, as well as multiple circles, to form a development structure that promotes regional coordinated high-quality development and enhances spatial governance capabilities. Specifically, covering the entire area of Beijing, Tianjin, and some areas of 11 prefecture level cities in Hebei Province, highlighting the capital as the core, coordinating the commuting needs around Beijing, strengthening the improvement of Tianjin's functions, the construction of Xiong'an New Area, and linking with node cities such as Tangshan, Baoding, Langfang, Zhangjiakou, Cangzhou, Chengde, Qinhuangdao, and Handan, as well as connecting with Shijiazhuang, Hengshui, Xingtai and other cities in the Shijiazhuang metropolitan area, promoting deep cross regional industrial synergy. Huang Jinchuan, deputy director of the City Office of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, said that the expansion of the capital metropolitan area to the relevant areas of Beijing Tianjin Hebei marks that its positioning has gone beyond Beijing's own urban development scope and become the core carrier of serving and guaranteeing the functions of the capital. By orderly relieving non capital functions in Beijing, coordinating the relationship between "capital" and "city", and between the capital and surrounding areas, we aim to promote the formation of a new pattern of complementary advantages and coordinated development, effectively enhance the overall competitiveness and comprehensive carrying capacity of the region, and provide solid support for the construction of a world-class urban agglomeration with the capital as the core. In order to avoid "integration" being simply understood as homogeneous development, the "Plan" proposes the hierarchical construction of commuting circles, functional circles, and industrial collaboration circles, highlighting the differentiated positioning of different circles in work residence collaboration, functional improvement, and element configuration. The commuting circle focuses on the coordination of work and residence, taking into account the proportion of cross-border commuting population and comprehensive transportation accessibility. According to the "Plan", the commuting circle includes the entire area of Beijing and 12 districts and counties around Beijing, with an area of approximately 27000 square kilometers. The functional circle focuses on evacuation and improvement, including Beijing, Tianjin, Xiong'an New Area in Hebei, as well as some districts and counties in Langfang, Baoding, and Zhangjiakou, covering an area of approximately 42000 square kilometers. This is also the core area of the capital metropolitan area. The industrial synergy circle is an open area radiating from the development of the capital metropolitan area. The three regions will promote the mutual promotion and linkage development of the advantages of each node city, give full play to the radiating and driving role of key platforms for industrial cooperation, coordinate the promotion of urban-rural integration development, promote the two-way flow of factors, and build a multi-level collaborative and open pattern facing the whole country and even the world. Cultivate the "Beijing Tianjin Xiongnu Innovation Triangle" and create the main engine for high-quality development. The "Plan" clearly proposes to focus on promoting the "main and deputy combination" of Beijing's central urban area and urban sub centers, the dual wheel drive of Tianjin's "Jincheng" and "Bincheng", the coordinated development of Xiong'an New Area and Baoding's central urban area, cultivating the "Beijing Tianjin Xiongnu Innovation Triangle", creating a core growth pole for the coordinated development of Beijing Tianjin Hebei, and comprehensively enhancing the innovation source capability and industrial leadership of the capital metropolitan area. Build two high-quality development 'golden corridors'. The Plan focuses on the layout of the Beijing Tianjin Corridor and the Beijing Xiongnu Corridor. Among them, the Beijing Tianjin Corridor starts from Huairou Science City in Beijing in the north and ends at Tianjin Port in the south, with a total length of about 220 kilometers. It will be built into a comprehensive innovation corridor with intensive intellectual resources, high-level opening up to the outside world, and connecting domestic and international dual circulation, gathering high-end elements such as research and development institutions, universities and institutes, and multinational enterprise headquarters. The northern starting point of the Jingxiong Corridor is also the Huairou Science City in Beijing, and it extends to the Xiong'an New Area in Hebei Province and the central urban area of Baoding in the south, with a total length of about 240 kilometers. It will be built into a high-quality development corridor for functional evacuation and undertaking, scientific and technological innovation, and institutional innovation. In addition, to consolidate the foundation of high-quality development, the "Plan" emphasizes the in-depth implementation of the special action for the development of advanced manufacturing industry clusters, and promotes the construction of industrial chain clusters in the capital metropolitan area. Among them, the focus is on strengthening advanced manufacturing clusters such as life and health, high-end equipment for electricity and new energy, integrated circuits, innovative applications of new generation information technology, safety emergency equipment, intelligent connected new energy vehicles, and artificial intelligence. At the same time, around the key platform of industrial cooperation, we will draw and implement the map of key industrial chains, and promote the coordinated layout and implementation of six industrial chains, including hydrogen energy, bio medicine, new energy and intelligent connected vehicles, network security and industrial Internet, high-end instruments and equipment, industrial machines, and robots. It is explicitly stated that three "Beijing Tianjin Hebei Intelligent Connected New Energy Vehicle Technology Ecological Port Parks" will be jointly built in Shunyi, Beijing, Wuqing, Tianjin, and Langfang, Hebei, to create a highland of the entire industry chain integrating research and development, manufacturing, testing, and application.
