The theme of the press conference was "The Situation of Special Rectification Actions for Regulating Law Enforcement and Judicial Activities Involving Enterprises." The press conference was attended by Liu Xiangyang, Director of the Supervision Bureau of the Supreme People's Court, Wang Chaohui, Deputy Presiding Judge of the Second Civil Division, Yang Keqiong, Deputy Presiding Judge of the Administrative Division, Dong Chaoyang, Deputy Presiding Judge of the Review and Supervision Division, and Wang Fubo, Deputy Director of the Enforcement Bureau of the Supreme People's Court. The press conference was presided over by Ji Zhongbiao, Deputy Director of the News Bureau of the Supreme People's Court. At the press conference, Liu Xiangyang reported on the situation of the special rectification actions for regulating law enforcement and judicial activities involving enterprises.

The Supreme's Court conscientiously implemented the spirit of the important speech of General Secretary Xi Jinping at the symposium on private enterprises and promptly formulated and issued the Guiding Opinions the Implementation of the Law on Promoting the Development of the Private Economy, further refined the relevant judgment rules, and guided the people's courts at all levels to fully play their functions and handle cases involving private enterprises justly and efficiently. The people's courts in various places strictly implemented the judicial interpretation of the "back-to-back" clause ( "Reply of the Supreme People's Court on the Validity of the Clause on the Agreement between Large Enterprises and Small and Medium-sized Enterprises to Take the Payment a Third Party as the Precondition for Payment") to prevent large enterprises from "bullying the small" by taking advantage of their superior position. Second, it guarantees kinds of economies with different ownership to participate in market competition fairly according to law. The people's courts at all levels resolutely correct illegal activities such as local protection, market segmentation and industry barriers that hinder the construction of a unified domestic market according to law, strengthen the regulation of monopolies and unfair competition, and punish illegal and criminal activities such as ext, slandering, and maliciously damaging the commercial reputation and commodity reputation of enterprises and entrepreneurs according to law. Third, it guarantees all kinds of economies with different ownership to use production equally according to law. The people's courts in various places help to expand the financing channels for small and medium-sized enterprises according to law, establish and improve the system mechanism, deepen the practice of judicial trials, and help to solve the problems of difficult and expensive financing. The people's courts in various places adhere to the principles of market and legalization, promote the organic connection between the execution of judicial judgments and the bankruptcy system, activate sealed up and frozen property according to law, and actively save and timely clear out, 1,481 enterprises to get a new life, and promote 29,000 "zombie enterprises" to clear out according to law, which promotes the optimal allocation and efficient allocation of market resources.

Second, uphold strict and just justice to effectively stabilize the expectations of business development. The courts at all levels, based on their function ofudication, have strengthened the judicial supervision over cases involving business litigation and the judicial review of administrative acts. First, it prevents and corrects the use of criminal means to interfere in disputes. For administrative cases involving market access, administrative licensing, administrative penalty, administrative coercion and administrative compensation for businesses, it has strengthened the judicial review of the legality of acts, resolutely corrected the phenomena of indiscriminate fees, fines, inspections and seizures, corrected illegal issues of cross-regional law enforcement, and corrected 36 issues of excessive punishment for minor faults and inappropriate punishment.

Three, adhere to standardized and civilized judicial practice, and effectively stimulate the vitality of enterprise operations. When local courts encounter difficulties to litigation disputes, they base themselves on strict adherence to the law and implement standardized and civilized judicial practices. Third, accurately apply credit-related punishment measures, strictly distinguish between "loss of credit" and "loss of capacity", and restore according to the law and regulations for 2.6696 million people, helping the enterprises involved to re-enter the market and innovate and start businesses. 

Four, adhere to the combination of treating both the symptoms and root causes, and promote the improvement of judicial quality and efficiency involving enterprises. Focusing on correcting and treating both the symptoms and causes, check and rectify the prominent problems in the trial and execution of cases involving enterprises, and improve and perfect the relevant systems and mechanisms of trial and execution involving enterprises. First, earnestly check and rectify the prominent problems in the trial and execution of cases involving enterprises. Courts at all levels strengthen the rectification of prominent problems in enterprise-related justice the aspects of case filing, trial, execution, and judicial work style. Intensify the review and supervision of key cases involving enterprises, guide and urge the resolution of long- and repeated petitions involving enterprises, and promote the resolution of 226 long-term cases involving enterprises that have not been concluded for more than three years. Courts at all levels further improve the system and mechanism, strengthen the trial supervision and management, strengthen the line guidance, play a leading role of typical cases, and promote the unification of law application.
