In September last year, Zhang Minzhi became a shared teacher and took on music classes for fourth and sixth grade students at Xiazhai Elementary School every Wednesday and Thursday, as well as setting up a dance club. On the day of the interview, it was the last music class of the fall semester of 2025 and also the final rehearsal of the dance club. Now we have to open at least 4 times a week, and the route has long been in our minds. Since May 2024, Longyou County has taken the lead in implementing the shared teacher reform in Zhejiang, breaking down the barriers of inter school teacher allocation and building a flexible teacher mobility model of "fixed staffing and cross school services". Xu Jian, the full-time deputy secretary of the Education Working Committee of Longyou County Committee and a member of the Party Committee of the County Education Bureau, introduced that in daily research, they found that even though the total number of teachers meets the standard, many schools still have structural problems in teacher allocation, especially rural schools lack professional teachers in subjects such as music, sports, and aesthetics. Therefore, through demand investigation, voluntary registration, and screening, Longyou has established a shared teacher database. The daily management of shared teachers is mainly handled by the dispatched schools and jointly by the shared schools. In the autumn semester of 2025, the former music teacher at Xiazhai Elementary School left due to work transfer. Principal Zhu Shengnan immediately submitted a request form for shared teacher needs to the bureau. Not long after, the Education Bureau provided Zhu Shengnan with a list of candidates through internal screening and matching, and Zhang Minzhi was among them. In the music class that day, Zhang Minzhi led fifth grade students to learn Xinjiang dance. She specially brought a string of bells from Ximen Elementary School and led the students to dance the classic movements of Xinjiang dance to the cheerful melody. The class size here is small, with only about twenty students per class, so we can communicate and interact more fully. After the music class ended, Zhang Minzhi didn't have time to rest, and students from the dance club had already arrived in the classroom one after another. At present, there are 229 teachers in the shared teacher database of Longyou County, of which 78% are backbone teachers. In addition to scarce subject teachers like Zhang Minzhi, there are also groups such as renowned teachers, senior teachers, and external professionals who can meet various needs such as filling the temporary shortage of school teachers, improving the quality of backbone teachers, and introducing characteristic skills. At the same time, Longyou County has established a three-dimensional incentive guarantee system of "material+spiritual+development", allowing shared teachers to receive comprehensive support in job subsidies, honor recognition, professional title evaluation, and other aspects.
