On February 4th, the Guangzhou International Commercial Court was officially established and put into operation, marking a crucial step for Guangzhou in building a highland for international commercial dispute resolution and creating a market-oriented, rule of law, and international business environment. It is understood that the Guangzhou International Commercial Court is an international commercial professional judicial institution established within the Guangzhou Intermediate People's Court with the consent of the Supreme People's Court, the Office of the Organization Committee of the Guangdong Provincial Committee of the Communist Party of China, and the Guangdong Provincial High People's Court. It has centralized jurisdiction over first and second instance foreign-related commercial cases, arbitration judicial review cases, foreign-related mediation agreement confirmation cases, and applications for recognition and enforcement of foreign court civil and commercial judgments and rulings that should be tried by the Guangzhou Intermediate People's Court. Three supporting documents, namely the "Guangzhou International Commercial Court Regulations", "Guangzhou International Commercial Court Agreement Jurisdiction Model Provisions", and "Guangzhou Court International Commercial Dispute Mediation Rules", were simultaneously unveiled today. These documents provide clear institutional guidance for the standardized and efficient operation of the court, focusing on key aspects such as court operation, case jurisdiction, and diversified dispute resolution. Among them, the "Regulations of Guangzhou International Commercial Court" system has established 9 core mechanisms covering case jurisdiction, trial management, litigation convenience, and legal application. It integrates the innovative work mechanisms of Guangzhou courts in recent years, such as the "Authorized Witness Pass" and "Foreign Law Discovery Pass", and prospectively connects with international commercial arbitration and mediation rules, laying a solid institutional foundation for creating a preferred place for international commercial dispute resolution. The "Guangzhou International Commercial Court Protocol Jurisdiction Model Clause" provides normative texts and explanatory guidelines to help cross-border market entities clarify jurisdiction agreements, reduce parallel litigation risks, and enhance the predictability of dispute resolution. As the first mediation rule specifically designed for international commercial disputes in China, the "Guangzhou Court International Commercial Dispute Mediation Rules" comprehensively cover the initiation of mediation, selection of mediators, procedural processes, judicial confirmation, and other aspects. It innovatively introduces the mechanism of special invited mediators from Hong Kong and Macao, and supports online authorization through the "Authorization Witness Pass", providing parties with an efficient and low-cost dispute resolution path. It is reported that the Guangzhou International Commercial Court will closely focus on the national deployment of high-quality joint construction of the "the Belt and Road", the construction of the Guangdong Hong Kong Macao Greater Bay Area, and the development and opening up of Guangzhou Nansha, and escort the new pattern of opening up with higher level of judicial services, so as to provide a solid legal guarantee for the construction of Guangzhou as an international trade center and a central city for international trade.
