On February 5, the 57th Statistical Report on China's Internet Development (hereinafter referred to as the Report) was released in Beijing. The Report shows that by December 2025, the number of Internet users in China has reached 1.125 billion, the Internet penetration rate has exceeded 80%, and the achievements of digital development have benefited a broader group. The Report also pointed out that during the "14th Five Year Plan" period, China's Internet development has made remarkable achievements and continued to move towards "new" and "good". Among them, the advanced deployment of new infrastructure strengthens the digital foundation. In terms of mobile networks, 4.838 million 5G base stations have been built, and all towns and 95% of administrative villages in China have access to 5G. The 5G evolution network has covered over 330 cities. In terms of computing power facilities, 42 Wanka intelligent computing clusters have been built, with a scale of intelligent computing power exceeding 1590 EFLOPS, ranking among the top in the world and providing strong support for the rapid development of China's artificial intelligence industry. Artificial intelligence drives change and shapes new engines of development. As of December 2025, the user base of generative artificial intelligence has reached 602 million, an increase of 141.7% compared to the end of 2024; The penetration rate reached 42.8%, a significant increase of 25.2 percentage points year-on-year. Generative artificial intelligence is accelerating its integration into daily life and production, becoming an important engine for promoting the digital and intelligent transformation of society. Digital technology is accelerating its penetration and integration with various fields of the real economy and social life. During the 14th Five Year Plan period, the scale of China's digital consumer market remained the world's largest. From January to November 2025, China's total digital consumption will reach 17.92 trillion yuan, of which the online and intelligent level of offline service consumption will be greatly improved. Digital auxiliary services such as digital ordering and intelligent navigation will bring convenient interactive experience, which can reach and affect non Internet users and deepen the connection value of the Internet. At the same time, China is vigorously promoting the deep integration of digital technology and public services. As of December 2025, the number of users of online government, Internet medical and online education will be 940 million, 411 million and 327 million respectively. The Report believes that, looking forward to the "15th Five Year Plan" period, China's Internet will continue to adhere to the principle of "new" to strengthen technology and "good" to benefit people's livelihood, and play a more solid and far-reaching role in supporting high-quality economic and social development and serving the construction of Chinese path to modernization.
