The three-year action plan to optimize the consumption environment was launched in 2025 and has achieved phased results so far. In terms of stimulating consumption potential, more than 210 national standards have been released for bulk consumer goods such as home appliances, furniture, clothing, as well as services such as sports and fitness, cultural tourism, and catering. A standard system for elderly care services, a quality evaluation system for tourism services, a quality evaluation model for automobile maintenance services, and a credit system for home services have been developed and promoted to continuously improve service quality. To solve the pain points of consumption, the State Administration for Market Regulation has deployed the "Iron Fist" action to safeguard consumption. In 2025, the national market supervision system received a total of 26.46 million complaints and reports, recovering economic losses of 4.35 billion yuan for consumers. A total of 8.236 million consumer goods were recalled throughout the year, and 3683 tons of infringing, counterfeit, and inferior goods were uniformly destroyed. Deng Zhiyong stated that in the next step, the State Administration for Market Regulation will use the construction of trustworthy consumption clusters as a carrier to introduce policy documents such as trustworthy consumption standards and the cultivation of trustworthy consumption entities, cultivating a large number of trustworthy commercial districts, markets, and scenic spots with wide driving force and high display, making them accessible to consumers. Liu Hongsheng, Director of the Standards and Technology Management Department of the State Administration for Market Regulation, introduced that this year, the "two new" policies will be optimized and implemented. The State Administration for Market Regulation will focus on optimizing and improving traditional industries, promoting high-quality and efficient development of the service industry, and launching a number of new special actions. He introduced that in 2025, the State Administration for Market Regulation will launch a special action to rectify the abuse of power, eliminate and restrict competition, and the number of cases filed, investigated and concluded will increase by 34% and 32% respectively year-on-year. Market regulatory departments at all levels have reviewed and revised more than 12000 important policy measures proposed to be introduced by the local people's government, effectively ensuring that relevant major policy measures comply with the requirements of a unified national market and fair competition, and that government behavior standards are more unified and standardized. Regarding the governance of illegal charging by enterprises, Yao Lei introduced that by 2025, the market supervision department will file and investigate 5918 cases of illegal charging by government departments, administrative approval intermediaries, online platforms, industry associations and chambers of commerce, as well as transportation and logistics fields, with a fine of 347 million yuan and a refund of 1.35 billion yuan to enterprises; Promote the informatization of enterprise fee monitoring, include more than 5200 enterprises in the price monitoring and competition law enforcement information system, collect more than 2400 data online, monitor various illegal fee issues encountered by enterprises in real time, timely rectify illegal fee behaviors, and effectively strengthen the protection of the legitimate rights and interests of enterprises. Concentration of business operators can be easily understood as mergers, acquisitions, and other behaviors between enterprises, and the State Administration for Market Regulation is responsible for conducting anti-monopoly reviews on such behaviors. In 2025, 706 cases of concentration of business operators will be concluded in accordance with the law, a year-on-year increase of 9.8%, and 83% of the cases will be closed in the 30 day preliminary review stage. Especially in important fields such as automobiles, photovoltaics, and lithium batteries, we adhere to the principle of "fast review without compromising quality, and precise review without adding burden". Support enterprises to integrate resources and optimize production capacity through mergers and acquisitions, enabling good investment and merger projects to land early and achieve quick results. At the same time, we must uphold the bottom line and ensure market safety. For key areas such as semiconductors, shipping, and minerals, 5 applications for concentration of operators that may harm fair competition have been conditionally approved, and 1 application has been prohibited, effectively ensuring the security of the industrial and supply chains. Four cases of illegal concentration of business operators were publicly investigated and punished, with a fine of 6.95 million yuan.
