Deepening reforms in key areas to promote rural revitalization and add momentum

The No. 1 central document of the Central Committee proposed to accelerate the improvement of the modern agricultural management system, deploy a series of reform tasks, such as extending the whole province pilot for another 30 years after the expiration of the second round of land contract, and developing the appropriate scale operation of agriculture, to clarify the direction and path of rural reform in the first year of the "15th Five Year Plan". More than 90% of the 12 million pilot projects in the province have been completed, accounting for 44% of the national total. This is the latest progress in Anhui Province's second round of land contract extension for another 30 years after its expiration. According to statistics, nearly 30 million farmers' land contracts will expire nationwide from 2024 to 2025, and about 160 million households will expire during the "15th Five Year Plan" period. The institutional guarantee spanning decades is conducive to stabilizing business expectations, stimulating long-term investment in land, promoting the upgrading of agricultural infrastructure, improving arable land production capacity, and consolidating the material foundation of grain production. Overall, the national situation in our country is that the average per capita is one and a half acres of land, and the average per household is only ten acres of land. This is a reality that China's agricultural development needs to face in the long run. Developing moderate scale operations while stabilizing land contracting relationships is an important direction for agricultural modernization. In recent years, China has solidly promoted the standardized management of rural homesteads and deepened the reform of the rural collective property rights system. We have cultivated nearly 4 million family farms, over 2 million farmer cooperatives, and provided social services to more than 1.1 million business entities. Our annual service area exceeds 2.29 billion mu, serving nearly 93 million small farmers. The No. 1 central document of the Central Committee of the Communist Party of China proposed to "standardize the circulation of contractual land management rights", "improve the convenient and efficient agricultural socialized service system, develop the appropriate scale operation of agriculture, and promote the organic connection between small farmers and the development of modern agriculture".
