Promote the development of technology institutes from construction to strength

Recently, the General Office of the Ministry of Education, the General Office of the Ministry of Agriculture and Rural Affairs, and the General Office of the China Association for Science and Technology issued a notice announcing the list of agricultural professional degree graduate training units and science and technology colleges that have passed the 2025 quality monitoring. This is the first time that the three departments have conducted quality monitoring on science and technology colleges and their training units. Since the establishment of the Science and Technology Academy by China Agricultural University in Quzhou, Hebei in 2009, as a new model integrating scientific and technological innovation, social services, and talent cultivation, the Science and Technology Academy has blossomed throughout the country and set sail to the sea. The recently released No. 1 central document specially deployed to improve the efficiency of agricultural scientific and technological innovation. With the characteristics of "zero threshold, zero distance, zero cost, and zero time difference", the Science and Technology Academy accurately meets the needs of farmers and has become an important platform for improving the efficiency of agricultural scientific and technological innovation. Currently, China's agricultural production is shifting from relying on the weather to using technology for farming. However, due to factors such as institutional mechanisms, market integration, and research orientation, a large number of agricultural scientific and technological achievements have been stored in laboratories for a long time, and the "one foot at the door" problem of technology landing has not been fundamentally solved. The emergence of technology institutes has become an important link between laboratories and fields. Nowadays, the Science and Technology Academy has evolved from grassroots practice at China Agricultural University to a promotion model advocated at the national level. In 2022, the Ministry of Education, the Ministry of Agriculture and Rural Affairs, and the China Association for Science and Technology jointly issued the "Notice on Supporting the Construction of a Batch of Science and Technology Institutes", which is the first systematic support document specifically for the construction of science and technology institutes. In 2024, the "Science and Technology Academy" was written into the No. 1 central document for the first time. In 2025, the No. 1 central document of the central government proposed to support science and technology academies to take root in rural areas to help and benefit farmers. In practice, there are still some difficulties in the development of technology institutes. For example, there is a lack of sustainable mechanisms and a risk of hollowing out. Some small technology institutes rely heavily on the personal enthusiasm of founding experts and funding support for phased scientific research projects. Once the project is completed or the leading figure shifts focus, the operation is prone to stagnation. For example, if the integration with the local area is not deep, it faces the phenomenon of "two skins". Some technology institutes have failed to integrate into local industries and social networks, and some technology solutions are too "sophisticated" and detached from the acceptance ability of small farmers; Some work is limited to field experiments and has not been effectively integrated with regional industrial planning, brand building, and business entity cultivation. The ultimate value of the Science and Technology Academy lies in forming a new socialized service system and innovation network that supports the modernization of national agriculture. We need to drive the strengthening of science and technology institutes from three aspects: institutionalization, localization, and effectiveness. Build a solid institutional pillar and construct a stable and sustainable development ecosystem. Mechanization is the institutional guarantee for the stable and far-reaching development of science and technology institutes. We need to build a diverse and collaborative governance community of "government, school, enterprise, and society", and promote the establishment of a council or management committee led by local governments and jointly participated by universities, leading enterprises, cooperatives, village collectives, etc. Innovate the integrated long-term mechanism of "talent cultivation technology services". Deepen localization integration and build a solid foundation of trust rooted in the industry. The value of the technology institute comes from the fact that "problems come from the countryside, solutions are adapted to the countryside, and talents grow in the countryside". The starting point of research work should not be a literature gap, but rather the real pain points in the field. To sit on the same bench as farmers and use participatory diagnostic methods to jointly define problem priorities. The research and promotion of technology should follow the path of "simplification first, optimization later, and standardization later", focusing on economic feasibility and operational convenience. At the same time, technology institutes should become embeddeds and catalysts for rural industrial ecology. Proactively establish cooperative relationships with new agricultural management entities, agricultural service organizations, etc., empower their growth through technology, and leverage larger scale industrial upgrading. Anchor the effectiveness oriented approach and establish a contribution driven evaluation benchmark. Practicality is the ultimate test of the vitality of technology institutes, and a long-term multidimensional evaluation system that focuses on comprehensive social contributions should be established. This includes industrial effectiveness, such as breakthroughs in key technologies, reduction of production costs, and enhancement of regional public brand value; Social effectiveness, such as the number of technical training personnel, increase in farmers' income, improvement of ecological benefits, etc; Educational effectiveness, such as high-quality practical teaching results, feedback on agricultural discipline reform, etc; Academic effectiveness, encouraging the production of high-level papers, patents, etc. that originate from practice and contribute back to practice. The evaluation of technology institutes should not be hasty and focus on trends, potential, and overall impact. The path of growth for technology institutes is a deep integration of technological strength, talent vitality, and local society. This road leads not only to the fields but also to the future. Adhering to the original intention of "building up", breaking through the bottleneck of "living up", focusing on the pillar of "strengthening up", the Science and Technology Academy will write a vivid chapter for the modernization of Chinese style agriculture and rural areas.
