The "Several Measures" propose that Guangdong should promote the integration of elderly care services in the Guangdong Hong Kong Macao Greater Bay Area, and promote policy exchange, standard linkage, talent exchange, and project cooperation in elderly care services among the three regions. The "Several Measures" jointly issued by 22 departments including the Guangdong Provincial Department of Civil Affairs propose that Guangdong supports Hong Kong and Macao service providers to establish and operate elderly care service institutions in Guangdong, and promotes the expansion of Hong Kong's "Guangdong Residential Care Service Plan" to more cities, steadily increasing the number of recognized service institutions. At present, the plan has covered 9 mainland cities in the Guangdong Hong Kong Macao Greater Bay Area, continuously meeting the diverse elderly care service needs of Hong Kong elderly people in Guangdong. The Measures stipulate that by the end of 2027, all counties (cities, districts) in Guangdong will have established county-level comprehensive elderly care service management platforms; By the end of 2030, there should be at least one four-star or above elderly care institution listed at the local level; More than 90% of county-level public elderly care institutions in the province have been rated as level three or above; The proportion of elderly care workers in the province who have obtained vocational skill level certificates in elderly care institutions has reached 80%. The Several Measures also proposed that Guangdong should promote the synergy and integration of home, community and institution services, and complement each other's advantages, including supporting elderly care service institutions and property services, housekeeping services, Internet platforms and other enterprises to provide door-to-door services; In terms of developing new business models of "elderly care+industry", we will promote the integration and development of elderly care services with industries such as property management, home economics, healthcare, and tourism; Encourage foreign investment in the elderly care service industry within Guangdong Province and enjoy national treatment.
