On the 10th, the reporter learned from the Ministry of Industry and Information Technology that five departments including the Ministry of Industry and Information Technology jointly issued the "Implementation Opinions on Strengthening the Capacity Building of the Information and Communication Industry to Support the Development of Low altitude Infrastructure" (hereinafter referred to as the "Opinions"), which orderly promotes the construction of low altitude scenario communication networks, supports the construction of low altitude intelligent networking systems, and provides a solid foundation for the development of low altitude economy. Low altitude infrastructure is an important foundation for the development of low altitude economy. The information and communication industry has abundant network resources and comprehensive information service capabilities, which can effectively support the development of information infrastructure such as low altitude communication, surveillance, navigation, and intelligent networking systems. It is of great significance to promote the healthy and orderly development of low altitude economy and cultivate new quality productivity. The Opinion proposes that by 2027, the coverage rate of ground mobile communication networks for low altitude public air routes in China should not be less than 90%, the diversified fusion perception scheme should be further improved and mature, the level of low altitude navigation services should continue to improve, no less than 10 information infrastructure standards should be developed, and a number of typical low altitude application scenarios should be formed for urban governance, logistics transportation, cultural tourism and other fields. The Opinion deploys 10 key tasks, including promoting communication network coverage in low altitude scenarios as needed, exploring the construction of diversified detection and collaborative service capabilities, helping to improve navigation accuracy service levels, supporting the construction of low altitude intelligent networked systems, organizing experimental verification, enhancing industrial supply capacity, promoting intensive collaboration and standardization construction, standardizing industry management, strengthening network and data security guarantees, and optimizing frequency supply. In terms of promoting communication network coverage in low altitude scenarios as needed, the "Opinions" propose to fully utilize existing 5G and other mobile communication network infrastructure along low altitude routes below 300 meters (G-class and W-class airspace) and in low altitude application hotspot areas. On the basis of meeting relevant national radio management regulations, comprehensive methods such as beam optimization, antenna adjustment, and new base station construction will be adopted to promote low altitude mobile communication network coverage as needed. In terms of enhancing industrial supply capacity, the Opinion proposes to actively promote the development of 5G-A industry, further upgrade and improve the functions of existing ground base station facilities, accelerate the maturity of technology industries such as sensing integration, and gradually reduce equipment costs; Strengthen the integration innovation and equipment research and development of low altitude equipment and low altitude information communication, and promote the adaptation verification of 5G/5G RedCap modules with low altitude aircraft; Explore the research and development of integrated modules for low altitude communication, navigation, and surveillance functions to accelerate technological and industrial maturity.
