How to develop service-oriented manufacturing with Chinese characteristics

With the accelerated iteration, upgrading, and application expansion of the new generation of information technology, the development of industrial integration continues to deepen, and service-oriented manufacturing has become an important direction for the development of the manufacturing industry. In 2025, the Ministry of Industry and Information Technology and seven other departments issued the "Implementation Plan for Deepening the Innovation and Development of Service oriented Manufacturing (2025-2028)", which clearly proposes to effectively promote the optimization of resource allocation, expand new development space, extend the industrial chain, and enhance the value chain in the manufacturing industry, laying a solid foundation for building a service-oriented manufacturing system with Chinese characteristics and world-class standards. The proposal for the 15th Five Year Plan also emphasizes promoting the digital transformation of the manufacturing industry, developing intelligent manufacturing, green manufacturing, and service-oriented manufacturing. So, what is service-oriented manufacturing? How to develop service-oriented manufacturing with Chinese characteristics? Service oriented manufacturing refers to increasing the proportion of service elements in the production and operation of enterprises, promoting the main business model of enterprises to shift from producing and selling products to providing "products+services". It is different from production-oriented manufacturing that focuses on "products", emphasizing the extension of service links to the entire chain of research and development design, production process, and operation and maintenance, achieving deep integration of manufacturing and service. Currently, the competition in the global manufacturing industry has evolved into an overall competition in the value chain and ecosystem, with service-oriented manufacturing being a key lever. For China, the service-oriented manufacturing that needs to be developed has both universal characteristics and its own unique features based on local resources and advantages. Compared with the general mode, China's service-oriented manufacturing pays more attention to closely connecting with the direction of national industrial upgrading, emphasizing the synergistic effects of national strategic leadership, super large scale markets, and digital technology. Its characteristics may be more reflected in two aspects. On the one hand, relying on the multi-level demand and full industry chain application scenarios nurtured by the super large scale market, it promotes manufacturing enterprises to open up differentiated tracks and achieve cluster style climbing towards the high-end of the value chain; On the other hand, strengthening digital empowerment, with the integration of the real economy and digital economy as the main line, systematically reshaping the competitiveness of the manufacturing industry by improving product reliability, production and operation efficiency, and industrial chain synergy. Overall, developing service-oriented manufacturing with Chinese characteristics also means developing world-class service-oriented manufacturing. This is not only a key path to transform the advantages of China's super large market and complete industrial system into sustainable competitiveness, but also an urgent need to address the challenges of China's manufacturing industry transformation and upgrading. China already has the practical foundation to rely on service-oriented manufacturing to promote the construction of a manufacturing powerhouse. Supported by a complete industrial system and a super large market, Made in China not only has the ability to upgrade a single product supply to provide a comprehensive system solution covering the entire product lifecycle, but also can achieve rapid trial and error iteration in a vast and diverse range of application scenarios, forming industry standards and quality services, reverse driving product upgrades, effectively enhancing the resilience of the industrial chain and international competitiveness. Service oriented manufacturing technology is becoming a key support for consolidating China's leading position in the manufacturing industry. In the fields of high-end equipment, new energy, intelligent manufacturing, etc., China's service-oriented manufacturing technology has reached the international advanced level. By embedding the technological advantages of service-oriented manufacturing into the product user end and the entire lifecycle, it is possible to create a closed-loop industry chain from data collection to continuous product iteration. This not only enhances customer stickiness and operational efficiency, but also achieves sustainable premiums from product delivery to value co creation. Developing service-oriented manufacturing helps to break through resource and environmental constraints through implicit growth. In the context of increasingly tight resource and environmental constraints, the traditional growth model of "competing for production capacity and cost" is difficult to sustain. Service based manufacturing can extend value creation from one-time sales to the entire lifecycle of products, enhancing product added value and customer stickiness through delivery, operation and maintenance, upgrading, remanufacturing, and other links, promoting enterprises to shift from price competition to quality, brand, and solution competition, and achieving connotative growth under limited resource conditions. Service oriented manufacturing emphasizes promoting the coordinated development of industrial ecology. Relying on platform based services and standardized interfaces, China's service-oriented manufacturing development adheres to opening up research and development, manufacturing, and operation capabilities to the upstream and downstream of the industrial chain, driving collaborative innovation and specialized division of labor between upstream and downstream. This not only enables small and medium-sized enterprises to share the development achievements of advanced manufacturing and deeply integrate into the industrial network, but also enhances the overall sustainable development capability of the industrial chain. The construction of a strong manufacturing country cannot be separated from the development of distinctive service-oriented manufacturing. This is not a simple superposition of several service manufacturing links, but should follow the industrial evolution logic of demand driven direction, technology enhanced efficiency, system supported development, and system reduced friction, and effectively play the supporting role of service-oriented manufacturing. In recent years, the development of service-oriented manufacturing in China has continued to accelerate, but there are still shortcomings in its development. The following aspects should be taken to promote its high-quality development. One is to build a full chain digital service system and establish a solid foundation for digital services. Relying on the complete industrial system foundation in our country, we will accelerate the construction of a digital service system covering the entire chain and link of research and development, production, operation and maintenance, enhance the flexible manufacturing and agile response capabilities of enterprises, and better meet the customized needs of the market scale. The key is to strengthen technological empowerment, take digital intelligence technology as the foundation for the development of service-oriented manufacturing, strengthen the construction of new information infrastructure, lay out computing power infrastructure according to demand, and promote the integration and innovation of artificial intelligence technology and service-oriented manufacturing. The second is to cultivate and strengthen key service-oriented manufacturing industries, and consolidate the foundation of service capabilities. The development trend of China's productive service industry is good, with continuous expansion of sub sectors and the formation of an industrial ecology that is deeply coordinated with the manufacturing industry. We need to focus on key areas, promote the deep integration of manufacturing and services in technology, formats, and models, improve efficiency through specialized division of labor, break through transformation bottlenecks through innovation driven approaches, and build a service-oriented manufacturing system that adapts to the industrial foundation and combines efficiency and resilience. The third is to build a unified national market to better promote industrial integration. In this process, it is necessary to not only unify rules, smooth the flow of factors, break down barriers between manufacturing and services, online and offline, and regions, promote the cross regional and cross scenario replication and promotion of service-oriented manufacturing models, but also strengthen fair competition, break down local protection and administrative monopolies, promote the efficient allocation of factors such as data, talent, and capital nationwide, thereby comprehensively reducing the collaborative costs of industrial integration and forming an institutional environment conducive to the large-scale development of service-oriented manufacturing. The fourth is to strengthen the dominant position of enterprises and stimulate endogenous market forces. China has a large number of manufacturing enterprises covering the entire industry chain. We should fully leverage their advantages of being close to the market and familiar with the industry, encourage enterprises to actively explore service-oriented transformation paths based on their own conditions, internal endowments, and development stages, enhance their penetration into the industry chain and response to market demand, and inject vitality into creating service-oriented manufacturing with Chinese characteristics.
