The proposal for the "15th Five Year Plan" approved at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposes to "comprehensively implement the policy of building the military through diligence and thrift, and take the path of high efficiency, low cost, and sustainable development". Building the army through diligence and frugality is a fine tradition and valuable experience formed by our party and army in the long-term practice of revolution, construction, and reform. It is an important guarantee for the continuous development and growth of the people's army, from victory to victory. At present, our military is in a critical period of achieving the centenary goal of building the army and accelerating the modernization of national defense and the military. At the beginning of the 15th Five Year Plan, fully implementing the policy of building the military through diligence and frugality is not only an inherent requirement for strengthening the comprehensive construction of the military and enhancing its combat effectiveness, but also a concrete manifestation of promoting the fine traditions of our military and maintaining the nature and essence of the people's army. The history of our party and army is a history of hard work, diligence, and entrepreneurship. During the Jinggangshan period, even though material conditions were extremely scarce, the folk song of "red rice, pumpkin soup, autumn eggplant, delicious taste, and delicious meals" was still widely sung. It was precisely with this spirit of hard work and struggle that the Red Army was able to survive in the White Terror and ignite the spark of revolution. During the Yan'an period, in the face of the enemy's economic blockade, the Party Central Committee issued a call to "take matters into our own hands and ensure adequate food and clothing", leading a vigorous mass production movement. This not only overcame serious material difficulties, but also cultivated the entrepreneurial spirit of self-reliance and hard work, becoming an important part of the Yan'an spirit. During the Liberation War, the vast number of soldiers and commanders "saved a grain of rice, an inch of cloth, and a drop of oil" to support the front line, and the people "sent the last bowl of rice to be used as military rations, and the last foot of cloth to be used as military uniforms". The military and civilians worked together, cutting back on food and clothing, ensuring the great victory of the strategic decisive battle. In the War to Resist US Aggression and Aid Korea, the soldiers of the Chinese People's Volunteer Army maintained high morale and strong combat effectiveness in extremely cold environments, with a handful of fried noodles and a handful of snow. These glorious historical chapters tell us that diligence and frugality are not only a style of work, but also a spiritual strength, an important component of our military's combat effectiveness, and a precious spiritual wealth for us to overcome all difficulties and obstacles. The times are developing, society is progressing, and the conditions for our military's support are no longer the same as before. However, the family heirloom of building the military through diligence and frugality cannot be lost at any time. We must inherit the red genes and promote fine traditions from the strategic height of achieving the Party's goal of building a strong military in the new era and accelerating the construction of the People's Army into a world-class military. We must regard the comprehensive implementation of the policy of building the military through diligence and thrift as a long-term task and systematic project, internalizing it in our hearts and externalizing it in our actions. Military training is a rehearsal for future wars and a fundamental way to enhance the combat capabilities of troops. Implementing the policy of diligence and frugality in the field of training does not mean reducing training standards and intensity, but rather improving the efficiency of training resource utilization through scientific planning and fine management, and achieving maximum training results with minimal investment. We need to strengthen the coordination of training resources, coordinate the allocation and use of training venues, equipment, ammunition, fuel and other resources at all levels and types, and avoid redundant construction and idle waste; Promote simulation, networking, and adversarial training, and fully utilize simulation equipment and virtual reality technology in the basic training stage to improve training effectiveness while saving costs. In the training organization, guidance and evaluation, logistics support and other aspects, we should be meticulous in budgeting. The organization of exercises should focus on combat tasks, highlight inspection and confrontation, and reduce unnecessary expenses. Resolutely rectify formalism in training, effectively allocate training resources to key areas that can enhance core military capabilities, and make every penny and every effort serve the practical needs of military training and preparation. Weapons and equipment are important symbols of military modernization and a crucial foundation for military preparedness. Their construction and development require large investment, long cycles, and complex technology. Implementing the policy of diligence and frugality in equipment construction management has broad space and significant responsibility. We need to strengthen strategic planning and top-level design, adhere to demand driven and planning led approaches, enhance argumentation and evaluation, and ensure the scientific and forward-looking development of equipment; Optimize the equipment architecture, balance the development of new equipment with the improvement of existing equipment, and prevent redundant construction and disorderly competition. We must strictly manage equipment procurement, improve competitive procurement mechanisms, break monopolies, and reduce procurement costs; Strengthen contract management and price auditing, and strictly prevent false reporting, impersonation, and leakage. To strengthen the management of equipment use and maintenance, firmly establish the concept of "management for war", strictly implement the weapon and equipment maintenance system, improve the equipment integrity rate and mobilization rate, and extend the service life of equipment; Actively utilizing modern management methods and information technology to improve the refinement and intelligence level of equipment management. Logistics support involves a wide range of aspects and multiple links, and is an important area for implementing the policy of building the military through diligence and thrift. We must establish modern logistics concepts and seek efficiency and support from management. Deepen the reform of logistics support, optimize the support system, streamline support levels, and improve support efficiency; Fully utilize high-quality social resources to serve the military and reduce support costs. Strictly manage funds and materials, strengthen rigid budget constraints, enhance audit supervision and performance management, and ensure that funds are invested in a scientific and reasonable manner; Strict asset management and disposal procedures to prevent loss and waste; Establish and improve rules and regulations, standardize processes, strengthen internal control, and plug potential loopholes in engineering construction, material procurement, medical services, and other areas. Vigorously promote efficient logistics, strengthen the promotion and application of energy-saving and water-saving technology products, advocate green consumption and recycling, reduce the consumption of disposable items, and do a good job in garbage classification and disposal. From training to daily life, from the dining table to the campsite, by focusing on every detail and promoting cultivation, we inspire officers and soldiers to put diligence, thrift, and frugality into practice. The comprehensive implementation of the policy of diligence and frugality in building the military is not achieved overnight, but requires perseverance and long-term efforts. The vast number of officers and soldiers, especially leaders at all levels, should deeply understand its importance, necessity, and urgency from a political and overall perspective, and consciously become firm supporters, active propagandists, and model practitioners of the policy of building the military through diligence and thrift. Continuously improve and perfect relevant laws and regulations, strengthen supervision, inspection, and accountability, so that those who are diligent, frugal, and wasteful are praised and punished. Through a series of solid measures, we will guide officers and soldiers to inherit and carry forward the fine traditions of our party and army's hard work, diligence, and frugality, so that the practice of diligence and frugality can spread throughout the military camps, and make building the military through diligence and frugality an important engine for enhancing combat effectiveness.
