Li Jiachao said that he will lead the SAR government to build a systematic policy framework, actively connect with the national "15th Five Year Plan", make more comprehensive, precise, and detailed strategic deployments in key development areas, and promote Hong Kong's better integration and service to the overall development of the country. Li Jiachao stated that the "Hong Kong Five Year Plan" that aligns with the national "15th Five Year Plan" will be an important document that is macro, strategic, and forward-looking, outlining the development vision, core goals, key areas, and major measures for the next five years, providing a clear roadmap and timetable for the social, economic, and livelihood development of Hong Kong. All officials must have a reform mindset to ensure that the "Hong Kong Five Year Plan" has forward-looking and macro level strategic development directions and goals. Li Jiachao requested that each policy bureau establish a preparatory group and carry out preparatory work.
