On the 12th, it was learned that in order to accelerate the establishment of a mandatory insurance system for unmanned aerial vehicles and optimize the insurance protection of the entire industry chain, the National Development and Reform Commission, the State Administration of Financial Regulation, and the Civil Aviation Administration of China recently issued the "Implementation Opinions on Promoting the High quality Development of Low altitude Insurance" (hereinafter referred to as the "Opinions"). The Opinion proposes that by 2027, a compulsory insurance system for unmanned aerial vehicle liability insurance will be initially established, and low altitude insurance products will continue to be enriched to better meet the protection needs of various application scenarios; By 2030, the policy framework for low altitude insurance will be basically formed, and its role in ensuring the safe and healthy development of the low altitude economy will continue to strengthen. Since its first inclusion in the government work report in 2024, the "low altitude economy" has accelerated its takeoff. By 2025, the market size of China's low altitude economy is expected to reach 1.5 trillion yuan. At the same time, the risks faced by low altitude flight activities cannot be ignored. Low altitude insurance is a type of insurance that focuses on safeguarding low altitude flight activities, providing risk protection for the manufacturing and operation of low altitude aircraft, the construction of low altitude infrastructure, and various specialized services. The Opinion proposes to accelerate the establishment of a mandatory insurance system for unmanned aerial vehicle liability insurance. The Opinion clarifies that for unmanned aerial vehicles that should be insured according to laws and regulations, it is necessary to promote the inclusion of mandatory insurance requirements as a prerequisite for the review of flight activity approval and other management links, strengthen the verification of insurance situation in flight operation management, and "verify every situation" in accident disposal. Research and establish institutional regulations related to the responsible parties, responsibility identification, and disposal procedures for mandatory insurance. At the same time, an insurance product system covering the entire low altitude industry chain will gradually be established. The Opinion proposes to explore product development and service innovation for low altitude flight safety, technical safety, network and data safety, environmental and facility safety, as well as human operation safety and other new low altitude risk protection. Increase the supply of insurance for medium and large unmanned aerial vehicles, and further optimize and improve the supply of insurance for traditional manned aircraft, promoting the formation of a comprehensive and efficient security system. Actively utilizing emerging technological means to gradually achieve convenient, intelligent, and full process online operation of insurance for micro, light, and small unmanned aerial vehicles. Integrate professional resources, optimize underwriting and claims, and enhance consumer satisfaction. In fact, in recent years, the insurance industry has entered the low altitude field. For example, in August last year, Chongqing established the country's first low altitude economy co insurance system. 19 insurance companies and 16 units completed project contracts, with a risk coverage of 61.15 million yuan. The first batch of insurance products covered third-party liability for drones, aviation product liability, technology research and development achievement transformation, network security and other fields. Industry insiders point out that there are still shortcomings in the current supply of low altitude insurance, mainly in terms of basic risk coverage and insufficient adaptation to emerging risks, and it still faces challenges in precise pricing and other aspects. To enhance the sustainable operation capability of insurance, the Opinion proposes to accelerate the construction of a low altitude insurance information platform, establish and improve data standards, and support actuarial pricing and risk monitoring in terms of promoting data infrastructure construction. In terms of strengthening professional capacity building, guide insurance institutions to work with low altitude aircraft manufacturing and operation enterprises to strengthen research on new low altitude risks, and enhance their ability to identify and evaluate insurable risks; Improve business management, gradually promote data accumulation, actively use risk quantification models and risk assessment tools, and enhance the scientific nature of product development and the accuracy of fee rate determination.
