On February 13th, the National Healthcare Security Administration issued the "Implementation Rules for the Supervision and Management Regulations on the Use of Medical Security Funds", requiring medical security administrative departments to establish an intelligent supervision and management system for medical security funds, improve the combination of pre event, during event, and post event, and establish an intelligent supervision system for the entire process, field, and chain. It also clarifies behaviors that should be promptly transferred to public security organs. The detailed rules specify that if the medical security administrative department discovers the following behaviors in fund supervision work, which are suspected of constituting violations of public security management or crimes, it shall promptly transfer them to the public security organs, including organizing, participating in, or assisting designated medical institutions to lure and induce insured persons to fake hospitalization for insurance fraud; Organize reselling and reselling of medical insurance drugs; Organize or participate in empty brushing of medical security funds, or defraud maternity allowances, medical assistance funds, etc. According to the detailed rules, medical security agencies shall fulfill their contractual management responsibilities and adopt daily review, intelligent review, spot check review, verification and inspection measures for the use and management of medical security funds for the expenses declared by designated medical institutions.
