China's Role in the Evolution of the World Pattern

General Secretary Xi Jinping pointed out: "One hundred years ago, the Chinese nation presented to the world a scene of decline and withering. Today, the Chinese nation presents to the world a thriving atmosphere and is moving towards great rejuvenation with unstoppable steps." Comprehensively, objectively, and scientifically understanding the external world and coordinating the relationship between the external world and domestic affairs is an important aspect of governing the country. Regarding the international situation, the Chinese government has always emphasized the unstoppable trend of multipolarity in the world and the overall stability of the international environment. In such a world pattern, on the one hand, various forces, including major powers, coexist, with both competition and contradictions, as well as coordination and cooperation. No one can eat anyone, and no one can overpower anyone; On the other hand, economic globalization has brought new development momentum, conceptual models, and opportunities for win-win cooperation, making economic and social development issues one of the central concerns of countries around the world, and also one of the main focuses of international competition. In view of this, China's diplomacy has always kept pace with the times on the basis of the Five Principles of Peaceful Coexistence, and contributed Chinese wisdom and Chinese programs to the construction of Chinese path to modernization and the peaceful development of the international community. The structural changes in the evolution of the world order, represented by changes in the balance of power among major powers, are inevitable despite their generally long cycles. The fundamental reason lies in the irresistible law of unbalanced development and the inevitable trend of diffusion of advanced technology, management, and organizational models. From the end of the Cold War to 2010, the basic structure of world power was "one superpower, many strong", with only the United States as a superpower and China, the European Union, Japan, Russia, and India as multiple strong forces. In the second decade of the 21st century, driven by a series of factors such as the collective rise of emerging economies and developing countries, the process of world power transfer has significantly accelerated. The rise of countries in the global South, including China, has made the multipolar and non westernized characteristics of the basic structure of world power more apparent. In addition to traditional Western powers such as the United States, the European Union, and Japan, the role of countries in the global South such as China and India is also evident, and power transfer is gradually unfolding on a global scale. At present, the world pattern presents different characteristics from the past, which are directly manifested in three aspects of changes in the international system structure. Firstly, the power structure in the international political arena has loosened, manifested as the end of Western dominance in politics, economy, and ideology. Secondly, the institutional hegemony structure of Western countries in the world economy has loosened. The Western dominated institutional mechanisms and economic rules cannot fully reflect the interests of emerging powers and countries in the global South. Thirdly, the overwhelming advantage structure of Western countries in the strategic military field has loosened. In the past, Western countries had the undisputed advantage of being able to assemble troops when and where they needed them. Today, Western countries have to admit that they have entered a period of strategic contraction. Meanwhile, the changes in the international system structure indicate that structural tensions in international politics are inevitable. In fact, the rise of countries in the global South, including China, as an inevitable historical development, is profoundly changing the balance of international power. On the one hand, the rise of non Western emerging powers such as China is unstoppable, and on the other hand, the United States and the West are unwilling to lose their long-term dominant position in the world order. In order to maintain their own hegemony, Western countries' vigilance and suspicion towards China's rise have developed into arbitrary containment and suppression. The world today is a more dynamic world, and the future international system may include "multiple orders" - world security order, world economic order, world digital order, etc. These multi-directional overlapping and mutually differentiated orders are nested within a cohesive international system, forming a network of "inter order" relationships. In such a 'multiple order', the agency of the state is significantly enhanced, as they may find areas to play a role in the various orders mentioned above. Undoubtedly, the emergence of "multiple orders" is closely related to China's rise. Obviously, a vast and dynamic world brings not only opportunities but also enormous challenges. In terms of the latter, the current era can be called the "era of strategic anxiety", where a country is not only concerned about greatness and strength, but also about serious anxiety about survival, development, and future destiny, as well as huge concerns about potential conflicts and war risks. Based on this, enhancing strategic thinking ability, strengthening the guidance of strategic thinking, and exerting strategic initiative are not only crucial for the national grand strategy, but also a long way to go. For China, it is crucial to objectively and rationally grasp the relationship between China and the world. The rising China, as a key variable in international politics, has already and will continue to affect inter state relations, the international system, and the world order. The maintenance of China's national sovereignty, security, and development interests is inseparable from the global trend. All of this means that for the first time in modern times, there is a possibility of a fundamental reversal in the international system pressure that China has long suffered. China's ability to shape its system as a rising power has made the West realize and experience that the era of arbitrary bullying and superiority towards China is gone forever. At the same time, it also means that China's sovereignty, security, and development interests will have to be maintained in a complex environment with great strategic pressure and opportunities. Therefore, in the face of such a highly dynamic and turbulent world, China, as a responsible major country, emphasizes the need for a major country to have the image of a major country and demonstrate more responsibility and accountability; Emphasize continuing to be builders of world peace, contributors to global development, and maintainers of international order; Emphasize always holding high the banner of peace, development, cooperation, and win-win, and actively promoting the construction of a new type of international relations; Emphasizing that no matter how developed China is, it will never seek hegemony, expansion, or spheres of influence; It is emphasized that international affairs should be handled through collective consultation, and the future and destiny of the world should be jointly controlled by all countries. Rules formulated by one or a few countries cannot be imposed on others, nor can unilateralism by individual countries "set the pace" for the entire world. The key to adapting lies in optimizing internal and external relations. In fact, facing the unprecedented changes in the world, countries are seeking solutions. Unlike Western countries that adhere to hegemonism and power politics, advocate for their own exceptions and priorities, China has always emphasized the overall coordination of domestic and international situations. While placing the development of the country and the nation on the basis of its own strength, it advocates for the establishment of a more just and reasonable international order and system. This constructive policy proposition embodies the essential characteristics of the new type of international relations and deeply reflects China's unique world pattern thinking, which is committed to building a peaceful and stable world, a democratic and just world, a mutually beneficial and cooperative world, an open and inclusive world, and actively promoting the process of multipolarization of the world pattern based on this. Obviously, the successful realization of the above goals depends to a large extent on the smooth progress of Chinese path to modernization. This is the endogenous driving force behind China's diplomacy in the new era, constantly showcasing new trends and styles. China is not only focusing on doing its own thing well, but also striving to make the achievements of its own development better benefit the world. For this reason, China attaches great importance to the international trends leading the world, such as multipolarity, economic globalization, and democratization of international relations, and insists on winning development opportunities, cooperation opportunities, and growth conditions for the vast number of developing countries, including China; Adhere to the overall national security concept and make its due contribution to maintaining the international order centered on international law and world peace and stability; Adhere to the correct concept of righteousness and benefit, and promote the democratization of international relations. In short, in the new period of turbulence and change, achieving the great rejuvenation of the Chinese nation requires a more solid foundation of strength, a more vigorous spirit of struggle, a more firm confidence in victory, and a more flexible strategic planning, in order to strategize and achieve stability in the world order.
