The county-level wealth industry is based in the county and focuses on enriching the people. We should take local specialties as the core, build a diversified industrial ecology, and achieve the goal of "developing one industry and enriching the people". The Central Rural Work Conference pointed out that it is necessary to cultivate and strengthen industries that enrich the people in counties, expand channels and ways for farmers to participate in industrial development, and improve the mechanism of agricultural cooperation and support. This is one of the key tasks of the "Three Rural Issues" work in 2026. At present, the county-level industry for enriching the people not only carries the expectation of increasing farmers' income, but also undertakes the mission of activating the endogenous driving force of rural areas. County is the link between cities and rural areas, and the county economy is the basic unit of the national economy. Data shows that counties in China account for about 90% of the country's land area and contribute nearly 40% of the total national economy with about 52% of the population. The prosperous industries in our country's counties are showing a new trend of clustering, integration, and digital interweaving. By the end of 2025, agricultural and rural departments at all levels have cumulatively supported the construction of 260 advantageous characteristic industrial clusters, 400 modern agricultural industrial park projects, and 1909 strong agricultural industry towns in various regions, guiding resources such as funds, technology, talents, and information to gather on industrial integration platforms. For example, Shouguang, Shandong has achieved an overall leap in the vegetable industry to enrich the people through the construction of industrial clusters, guiding the aggregation of factors and catalyzing industrial integration. From the perspective of high-quality agricultural development, promoting the transformation of agriculture from single crop farming to full chain value-added has played a crucial role in enriching the people's livelihoods in county-level industries. For example, Luochuan in Shaanxi Province has built the "four beams and eight pillars" of the apple industry, integrating research and development, production, processing, and sales, extending to deep processed products such as fruit juice, vinegar, and dried fruits, forming a closed-loop industrial chain and significantly enhancing the added value of agricultural products. Furthermore, the characteristics of China's county-level industries for enriching the people are reflected on multiple levels. One is led by the government, through industry registration and layout guidance, which helps to achieve orderly layout and differentiated development. The second is to basically establish a closed loop of the entire industry chain, focusing on the extension of the entire chain from research and development, production to sales, and forming a complete industrial ecology from the fields to the dining table. Thirdly, the status of farmers as the main body is guaranteed. By creating a prosperous industrial consortium, farmers can deeply participate in various links of the industrial chain, achieving employment at their doorstep and increasing income in the industrial chain. In addition, both clustering and integration are emphasized, and the primary, secondary, and tertiary industries are deeply integrated to form a diversified development pattern, making the industries that enrich the people more resilient and sustainable. The development momentum of county-level industries for enriching the people is good, but there are still shortcomings. For example, the industrial organization is small, scattered, and weak, the industrial value chain is short, and the mechanism for linking interests is not sound. In this regard, it is necessary to promote the transformation of county-level industries for enriching the people from "small scattered weak" to "large gathering strong", from "selling raw materials" to "selling products", and from "weak connections" to "strong connections", in order to achieve the goal of promoting production and enriching the people. Strengthen industrial organization and solve the dilemma of being small, scattered, and weak. Based on resource endowment, location conditions, industrial foundation, and development potential, cultivate and strengthen county-level characteristic advantageous industries. Establish a national level county-level leading industry filing system to optimize and guide the layout of county-level industries. Adhere to implementing policies tailored to each county, strengthen market orientation, promote precise positioning of county-level industries and markets, and guide differentiated development. Create an industrial consortium, establish an industrial alliance of "leading enterprises+small and medium-sized enterprises+home workshops", promote the gathering of economically beneficial links in county towns, and form county-level industrial clusters. Extend the industrial chain and reverse the inertia of selling raw materials. Actively guide capital to go to the countryside, deeply integrate with village collectives and farmers, jointly build modern family farms and joint-stock cooperatives, promote the extension of industries from single production to high value-added links such as deep processing, cold chain logistics, and brand marketing, and build an integrated model of "production processing sales". Promote county-level leading enterprises to connect with the "Digital Agriculture Platform" of the Ministry of Agriculture and Rural Affairs, fill in the gaps in the industrial chain, and enhance product added value. By leveraging rural e-commerce and rural cultural tourism, we aim to create a golden signboard for "local specialties", break down barriers to the integration of primary, secondary, and tertiary industries, and help transform the industrial chain from the "bottom" to the "high-end". Establish sound interest connections and bridge the "weak connection" breakpoint. Strengthen the driving role of county-level leading enterprises and increase support for agricultural enterprises in areas such as land, loans, and taxation. Promote the integration of multiple interests such as "guaranteed profits+dividends based on shares+secondary rebates", and promote the formation of contractual and equity based cooperation between enterprises and farmers through the "order production share cooperation joint stock operation" three in one model. Establish a mechanism linking the interests of farmers and enterprises to ensure that farmers share the benefits of high value-added links such as processing and sales synchronously, and continue to promote farmers' income growth. Give full play to the economic driving role of county-level consumption upgrading, improve supporting policies and measures, optimize the entrepreneurial environment, enrich consumption supply, build a well-equipped and two-way smooth county-level circulation network, and continuously activate new consumption scenarios in the county.
