Pei Xiaofei, spokesperson for the Ministry of Ecology and Environment, introduced that China is the world's largest manufacturer and consumer of electrical and electronic products. With the acceleration of product updates and iterations, the amount and types of waste electrical appliances continue to increase. In recent years, the Ministry of Ecology and Environment has continuously guided waste electrical appliances to enter formal channels for dismantling and recycling. Taking discarded televisions, refrigerators, washing machines, air conditioners, and computers ("four machines and one brain") as an example, over the past decade, more than 1 billion sets of "four machines and one brain" have been standardized and processed in various regions, and about 22 million tons of dismantled products have been recycled and disposed of in a standardized manner. It is reported that the technical specifications released this time are revisions to the 2010 specifications. The technical specifications have expanded the categories of waste electrical appliances, such as incorporating new types of waste electrical appliances that have been widely used in recent years, including government self-service machines, retail self-service settlement machines, intelligent unmanned aerial vehicles, wearable smart devices, and intelligent vehicle mounted devices, into the scope of control. At the same time, technical specifications refine the requirements for pollution control during the storage process, clarify the storage and protection requirements for different types of waste electrical appliances and their dismantled products; Improve the pollution control requirements during the dismantling process, clarify differentiated dismantling technology requirements for different types of waste electrical appliances, and strengthen the prevention and control of harmful substance emissions; Strengthen the management of dismantled products and propose targeted pollution control requirements for the utilization and disposal of dismantled products according to their categories. Pei Xiaofei said that in the next step, the Ministry of Ecology and Environment will guide local governments and enterprises to implement the latest requirements, urge enterprises to fulfill their main responsibilities, and continuously standardize the entire process of environmental management. At the same time, we will continue to include illegal dismantling and disposal activities in the special rectification action for illegal dumping and disposal of solid waste, and severely crack down on illegal activities such as open-air stacking and illegal dismantling.
