In order to standardize the production license of biscuits and strengthen the supervision and management of the biscuit production process, on February 27th, the State Administration for Market Regulation publicly solicited opinions from the public on the "Detailed Rules for the Review of Biscuit Production Licenses (Draft for Comments)" for a period of 30 days. The draft for soliciting opinions mainly revised the following content: firstly, to improve the scope of the license. Combining with the increasingly diverse application of new raw materials in the biscuit industry, the continuous enrichment of product types, and the accelerated popularization of new process equipment, we further clarify the scope of biscuits and biscuit crumbs, as well as the detailed list of 13 specific varieties of biscuits, which are more in line with the actual production and industry development needs of biscuits. The second is strict risk control. Require the use of hazard analysis methods to identify key food safety links in the production process and establish corresponding food safety control measures; Based on the characteristics of biscuit raw materials and production processes, refine the quality and safety control measures for key links such as fermentation, egg liquid treatment, and storage of perishable raw materials; Further clarify the production site, equipment and facilities, and conventional process flow. The third is to refine the requirements of the food safety management system. Further clarify the food safety management system for incoming inspection, factory inspection, etc., add requirements for supplier evaluation, commissioned inspection, etc., refine personnel training and management content, not only enhance the operability of enterprise food safety risk management, but also improve the efficiency of license review.
